Ministry of Agriculture: The volume of beef produced fully satisfies the needs of the population

At the end of 2024, 430.0 thousand tons of beef meat in slaughter weight were produced, which is 7.5% more than in 2023. During this period, processed products amounted to 270 thousand tons of meat.
The volume of beef produced in the country fully satisfies the needs of the population.
Along with the growth in beef production, the total number of beef cattle is also growing. For example, at the end of 2024, the number of beef cattle amounted to 7.8 million heads, which is 18.5% more than in 2023. It should be noted that 55% of livestock belongs to agricultural structures, while 5 years ago this figure was only 45%.
The necessary conditions are being created for the development of the industry.
For the further development of beef cattle breeding, significant state support is provided in the form of subsidies, the annual volume of which is approximately 40.0 billion tenge. It is planned to provide soft loans at an annual interest rate of 2.5% for projects in the field of meat production.
In general, the ongoing work is aimed at reducing the cost of meat production, which will be achieved by introducing technologies while minimizing capital costs.
In this regard, starting from 2024, projects are being implemented to introduce Australian experience in meat production, which involves the rational and rotational use of pasture lands, ensuring the proximity of feed to animal housing, opening compound feed enterprises, using special compound feed during fattening, as well as the modernization and creation of new processing enterprises.
Thus, meat clusters with a full cycle of product production, from feed preparation to sale of finished products, are being created. The Ministry of Agriculture provides full support for each project.
In particular, in the next 2 years, according to Australian experience, it is planned to build 6 feedlots for 98 thousand cattle, a large feedlot for 50 thousand cattle, and the first specialized cattle exchange.
As for the increase in prices, they depend on many factors. Among them is the increasing demand for meat from Kazakhstani producers in neighboring countries.
For example, according to the results of 2024, beef exports increased by 8.0 thousand tons and reached 20.0 thousand tons. The presence of stable markets for the sale of manufactured products and favorable price conditions is a key factor in the further development of the industry.
The use of quota mechanisms also has a regulatory effect on the domestic market.
Let us recall that from October 26, 2024, quantitative restrictions in the form of quotas will be applied to the export of live cattle (bulls). The quantitative limit for the export of bulls is 85,000 heads. To date, 70,379 quotas or 82.7% (more than 10 thousand tons in meat terms) have been used. The export of female cattle is completely prohibited.
In addition, a working group has been established and is currently working on discussing and resolving topical issues of the development of beef cattle breeding by order of the Minister of Agriculture No. 3 dated January 9, 2019.
