Today, an expanded board meeting was held at the main supervisory body, where the results of the work for 2024 were considered. Opening the event, Prosecutor General Berik Asylov noted that the prosecutor's offices have adopted a set of measures to ensure the rule of law, protect the constitutional rights and freedoms of citizens, protect law-abiding businesses from illegal inspections, support important investment projects, return illegal assets, prevent torture, as well as coordinate the efforts of law enforcement agencies to combat fraud, drug trafficking and other dangerous phenomena.
Over the past period, prosecutors continued their work on supporting important investment projects and protecting investors and their investments within the framework of the instructions of the Head of State, the President raised this work to the level of national priorities.
Systematic measures have been taken to protect the rights of entrepreneurs. In particular, 565 investors received specific assistance in the process of supporting investment projects, their contribution to the country's economy amounted to 10 trillion tenge.
The Prosecutor General noted the need to strictly stop attempts to use the powers of the prosecutor's office and other law enforcement agencies for selfish purposes, to put pressure on business, and to participate in economic conflicts.
In the socio-economic sphere, the constitutional rights of 3.5 million citizens were protected by prosecutors' acts, including 4.6 billion tenge in alimony debts in favor of 123 thousand employees, about 1.9 million teenagers, and more than 23 thousand children.
23 supervisory acts were submitted to the Government for all identified violations and problematic issues (on ecology, protection of children's rights, prevention of traffic accidents, on the quality of consideration of citizens' applications, etc.). On their basis, Roadmaps, amendments to laws and legal acts were developed, and other necessary measures were taken to eliminate the violations set forth in them, as well as to protect the rights of citizens, businesses and the interests of the state. The strengthening of legal mechanisms for the return of assets continued.
Last year, stolen assets in the amount of 428.7 billion tenge were returned. 15 social and investment projects for more than 48 billion tenge were launched under agreements with legal entities.
Taking into account international experience, the practice of turning assets that have been lost inexplicably into state income through judicial procedures has been introduced. It is worth noting that there are results today (a claim for $10 million has been satisfied, the amount has been paid). In addition, work is underway with entities to voluntarily return property. The criminogenic situation in the country is under constant control.
The number of criminal offenses continues to decrease (from 140 to 132 thousand; -5.3%). Systematic work is being carried out to combat fraud, drug crimes and other dangerous phenomena.
Guarantees for the rights of participants in criminal proceedings are being strengthened.
4,132 citizens were prevented from being unjustifiably involved in the criminal orbit. The number of cases of torture has decreased by half (54%, from 424 to 194).
Interaction and strengthening of cooperation with foreign partners within the framework of international cooperation have been ensured, as well as work on the extradition of wanted persons and the extradition of criminals has continued. Work continues on the development of international cooperation with foreign states on the issues of combating crime and the return of illegally obtained assets.
9 (1) international treaties were concluded in 2024 (with Morocco (3), Peru (3), Qatar (2) and Cyprus (1)). Work on the extradition of persons hiding abroad has been intensified. In 2024, 67 (55) people were detained in Kazakhstan (37 from Russia, 6 from Georgia, 4 from Kyrgyzstan, 3 from Turkey, the UAE and Azerbaijan, 2 from Poland and Armenia, 1 from Spain, Sweden, the Czech Republic, Germany, Korea, Moldova, Ukraine). In the coming period, the efforts of the supervisory body will be directed to:
1) Further implementation of the instructions of the Head of State (the principles of Law and Order, "A State that Listens to the Voice of the People", "A Just Kazakhstan - an Honest Citizen", "Clean Kazakhstan", etc.); 2) strengthening the prevention of offenses and the fight against modern challenges such as fraud, piracy, drug trafficking and others; 3) introducing digital tools into the supervisory activity, including using artificial intelligence;4) to increase public trust in state bodies.
Within the framework of the instructions of the Head of State, the prosecutor's offices will continue their work on the return of illegally obtained assets, as well as the protection of investors through a "prosecutorial filter".
It is planned to conduct inspections on systematic and topical issues in various areas.
These include combating torture and preventing violations of the constitutional rights of citizens in criminal proceedings, observing the rule of law when licensing educational activities, as well as programs for improving the skills and retraining of personnel, compliance with legislative requirements during the forced alienation of land plots for state needs, and others.
