As of the end of 2024, state social protection inspectors in all regions of Kazakhstan conducted 2,695 inspections, of which 741 were within the framework of preventive control, 751 were unscheduled, and 1,203 were at the request of the prosecutor's office.
According to the results of the inspections, 1,087 orders were issued to eliminate the violations identified, and 973 administrative penalties were imposed in the form of fines totaling more than 230.3 million tenge.
Under state control: akimats - 178, departments and administrations of local executive bodies - 112, state institutions - 117, kindergartens - 470, schools - 805, colleges, lyceums - 145, hospitals, clinics - 89, special social service centers - 101, rehabilitation centers - 11, shops - 22, shopping malls - 39, PCs - 50, houses of culture – 12, archives, museums – 13, banks – 12, cafes, restaurants, hotels – 33, notaries – 4, sanatoriums – 8, branches of Kazpost JSC – 9, police stations – 8, dentistry – 4, bus fleet, bus/railway stations, airports – 9, libraries – 4, BZHSM, sports schools – 16 and others.
For example, the Atyrau Oblast Department of the Committee for Regulation and Control in the Field of Social Protection conducted an unscheduled inspection of a restaurant based on the application of a public association of people with disabilities for the fact of lack of accessibility for people with disabilities. According to the results of the inspection, the subject was brought to administrative responsibility in the form of a fine, and an instruction was issued to eliminate violations.
At the same time, Kazakhstanis are observing positive changes in the adaptation of social infrastructure for people with disabilities.
“Access to services for citizens with disabilities in our city is much better than before. For example, tactile indicators and mnemonics have been installed in the branch of Halyk Bank in Atyrau, the entrance doors have been widened, and obstacles have been removed. In addition, you can enter the building and receive services without any obstacles, because a very convenient ramp has been installed here,” noted Kenzhebay Muratov, a resident of Atyrau with a second group of disabilities.
Let us recall that since the Social Code of the Republic of Kazakhstan came into force on July 1, 2023, the institution of state social protection inspectors has been introduced in our country. Their competence includes monitoring compliance with legislation in the field of social protection of people with disabilities, the provision of special social services, and social security.
