Prime Minister Olzhas Bektenov reported to the Head of State at an expanded meeting of the Government on the results of measures to support domestic producers, the IT sector, the social sphere and science.
Last year, the Government mainly prioritized issues of supporting domestic producers. The list of commodity items purchased exclusively from Kazakhstani producers within the framework of state procurement was increased to 4.5 thousand items - that is, three times. Within the framework of regulated procurement, long-term and offtake contracts were concluded with domestic enterprises for a total amount of more than 1 trillion tenge. This figure increased by 2.5 times.
In turn, Kazakhstani producers are taking on obligations to technologically modernize enterprises, increase product quality and local production volumes, and improve working conditions. For example, obligations have been set for automobile manufacturers to increase localization to 30% this year and to 50% by 2027. This year, it is planned to launch two large automobile plants, namely KIA and multi-brand plants in Kostanay region and Almaty city, with a total production capacity of 160 thousand cars per year.
As a result of the decision taken last year to abandon subsidies for imported tractors and combines, foreign agricultural machinery manufacturers that previously opened their factories in Kazakhstan have found themselves in a more advantageous position. In particular, the volume of orders placed at the plant of the German concern Claas in Petropavlovsk has increased by 2 times. Other agricultural machinery manufacturers have begun to localize their production in Kazakhstan.
Alstom and Wabtec plants have achieved significant technological achievements in the production of electric locomotives and trains. Last year, a plant worth $350 million and with an annual capacity of 6 thousand cars was launched in Atyrau region. This year, the Stadler plant in Astana will begin producing the first 50 passenger cars.
At the same time, support for domestic manufacturers also applies to new promising areas, such as carbon credit trading. The first such project is being implemented in the Almaty region, where 200,000 out of 3 million seedlings have been planted. More than 1 million carbon credits will be obtained within the framework of the project. This experience will be distributed throughout the country. At the same time, other similar projects are considered a component of the large-scale educational and ideological platform "Clean Kazakhstan". Olzhas Bektenov noted that domestic business should consider caring for the environment as part of its social responsibility. This will also be provided for in the obligations of businesses that have received state support measures.
In general, today, large industrial enterprises are becoming industrial platforms that attract small and medium-sized businesses, and their support remains a priority for the Government. Within the framework of the Year of Working Professions declared by the President, work is underway to improve the quality of vocational and technical education and the prestige of technical specialties. Preferential mortgage and rental housing programs have been launched for in-demand technical specialists.
A significant direction is the large-scale introduction of digital technologies and artificial intelligence. The government has begun using artificial intelligence in decision-making based on big data in the fields of social protection, ecology, emergencies, and industry. This year, it is planned to fully launch a virtual assistant in the provision of public services. The first “KazLLM” language model of artificial intelligence has been created. This year, the Alem.AI international artificial intelligence center will be opened. This year, 100 thousand students will be trained in applied skills for introducing AI into various sectors of the economy within the framework of the “AI-Sana” program. Training of specialists in artificial intelligence has begun at 20 universities, and a separate quota has been introduced under the “Bolashak” program.
Astana Hub has become an effective platform for developing successful startup projects. Today, about 1.6 thousand IT companies are registered there, exporting their products to different countries of the world. One of the successful examples is the Alaqan system, which allows users to identify themselves by palm. The project has been implemented in 300 schools and was recently installed in the Government building. In the first half of the year, it is planned to export it to Saudi Arabia, Singapore, Kuwait and 6 other countries.
Another artificial intelligence startup - Higgsfield AI - creates and processes video from text. The project is estimated at $100 million. The Codiplay project for teaching children programming is already used in schools in 13 countries around the world, including South Korea, Turkey, the UK, Qatar and others. Also successful Kazakhstani projects are Grand Mobile, CITIX, CEREBRA, OGames, Parqour, ApartX.
A network of advanced schools, consisting of 217 comfortable and 200 supporting schools, is being created in Kazakhstan. The main task is to gradually equalize the quality of education in all general education schools of the country by disseminating best practices. This year, 10 leading technological colleges will be established, which will become supporting resource centers for other vocational education organizations.
23 branches of foreign universities are operating in our country, 5 of which were opened last year. This year, 11 more branches are planned to be opened. Attention is being paid to the development of university science and its commercialization. At Satpayev University, a new method for obtaining pure selenium, which is widely used in medicine, electronics and other high-tech industries, has been developed by order of the Kazakhmys corporation. The production of exoskeletons for the rehabilitation of people with musculoskeletal system injuries is actively developing on the basis of Nazarbayev University. After receiving the necessary certificates, the manufacturer will be provided with orders from the Ministry of Health.
Work continues to improve the quality and coverage of medical services. Child mortality decreased by 6.7%, maternal mortality by 11.4%. Screening coverage for early diagnosis of the disease was expanded by 38% in one year. As a result, it was achieved to reduce the mortality rate from cancer by 3.5%. In addition, a group of Kazakhstani scientists developed a drug for the treatment of oncological diseases. Currently, the second phase of clinical trials is underway. Its completion and registration of the drug are planned for the end of this year.
