Askhat Kairzhanovich Eseev was born on December 13, 1984 in the Karaganda region.
He studied at the Faculty of Electromechanics at the Zhezkazgan University named after U.A. Baikonurov, where he became an electromechanic, and at the Faculty of Economics at the Karaganda Economic University of KazConsumer Union, where he became an economist.
He began his career as an engineer in the laboratory of the Astana branch of the Kazakhstan Road Research Institute JSC. From 2007 to 2008 - Leading Specialist of the Department of Transport Policy and International Cooperation of the Ministry of Transport and Communications of the Republic of Kazakhstan.
From 2008 to 2009 - Expert of the Department of Strategic Planning and International Cooperation of the Ministry of Transport and Communications of the Republic of Kazakhstan.
From 2009 to 2010 - Chief Expert of the Department of Strategic Planning and Development of the Transport and Communications Complex of the Ministry of Transport and Communications of the Republic of Kazakhstan. From 2010 to 2011 - Head of the Department of Strategic Planning and Development of the Transport and Communications Complex of the Ministry of Transport and Communications of the Republic of Kazakhstan.
From March to May 2012 - Operator of the satellite monitoring system of AsSnabService LLP in Astana. From November 2012 to 2014 - Chief Expert of the Roads Committee of the Ministry of Transport and Communications of the Republic of Kazakhstan.
From 2014 to 2015 - Head of the Strategic Planning Department of the Ministry of Investments and Development of the Republic of Kazakhstan.
From 2015 to 2018 - Chief Expert of the Industrial and Innovative Development Department of the Office of the Prime Minister of the Republic of Kazakhstan. From 2018 to 2020 - Chief Consultant of the Infrastructure Development Sector of the Industrial and Innovative Development Department of the Office of the Prime Minister of the Republic of Kazakhstan. From 2020 to 2023 - Chief Inspector of the Department of Industrial and Innovative Development of the Office of the Prime Minister of the Republic of Kazakhstan.
