State control in the field of technical regulation is one of the important mechanisms for consumers. In 2024, local departments conducted more than 8 thousand control activities. Violations were detected in 6152 cases, which is 74% of the total number of inspections. This was announced by Bauyrzhan Kasymov, Deputy Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Internal Affairs of the Republic of Kazakhstan, at a press conference held at the CCS.
According to him, 64% of the controls were carried out as preventive measures. At the same time, there was no need to visit the subject of control. Based on the results of the inspection, 790 cases of administrative offenses were initiated for an amount of more than 411 million tenge.
"In 2024, in all regions, together with the prosecutor's offices, inspection measures were carried out in relation to 2528 subjects under our jurisdiction. According to the results of the inspection, measuring instruments were compared and facts of non-compliance with inspection deadlines were identified. The total number of uninspected instruments is 13,595 units. Incorrect results of measuring important health indicators can lead to incorrect diagnoses. As a result, 68 inspection subjects were held liable. The fine amounted to 275 million tenge,” the speaker said.
In 2024, a large-scale inspection was carried out on the websites of intermediaries for obtaining certificates for goods. A certificate of conformity or declaration of conformity is an official document confirming the safety of a product and its successful passage of tests. Advertising of “fast” certificates by unaccredited persons who do not have the right to assess conformity misleads consumers, violates the law, and these cases are often associated with the issuance of so-called “gray certificates”. Thus, 76 platforms were identified that promote the sale of gray certificates without accreditation. Among them, Satu.kz and OLX were warned about the need to block and remove advertisements for the sale of conformity assessment documents.
In addition, the departments purchased a number of samples of products for sale for control, violations were identified in 90% of them.
As a result of state control, a total of 55 emergency response measures were taken, including a ban on the sale of 48 goods and the seizure of 7 products worth more than 5 million tenge. For example, in Aktobe, a decree was issued to prohibit the purchase of 3.4 thousand meters of electrical cable products. Violators were fined.
