An extraordinary meeting of the regional commission for the prevention and elimination of emergency situations was held under the chairmanship of the regional akim Askhat Shakharov.
It was attended by city and district akims, heads of departments, representatives of the hydrometeorological service and municipal organizations. The agenda included discussions on preparations for possible spring floods according to the weather forecast and the condition of hydraulic structures in the region.
The head of the Emergency Situations Department, Kaharman Orazalin, reported to the akim that work is underway in the region to strengthen the banks and channels of rivers, build and repair dams, and clean up ditches and canals. Of the 135 planned engineering measures, 115 have been implemented, and 12 more are underway.
Kaharman Orazalin also reported that 15 sites have been identified for blasting operations to prevent ice jams on the Elek, Irgiz, Sagiz, Temir, Oyil, Kenzhaly, Bolshoy Kobda, Or rivers and Lake Shalkar. A team of 2,454 people, 866 units of equipment, 102 floating devices and 441 motor pumps from the regional civil protection service has been formed to respond to the flood.
According to Aigul Saimova, director of the regional branch of Kazhydromet, due to the lack of precipitation in the fall, the soil remained dry. Its freezing depth is 8 cm greater than last year.
There was little snow accumulation in three months, but forecasters do not rule out the possibility of precipitation in the form of snow in February and March. A sharp warming is not expected in February, and during the day the maximum temperature in the main part of the region will be 0-5°C below zero, in the north - 8-10°C below zero.
Rinat Shauenov, director of the regional branch of Kazsuchar, spoke about the condition of three reservoirs in the regional center and their readiness for the upcoming flood.
As the director of the institution reported, there are 27 facilities on the balance of Kazsuchar, including: Aktobe, Kargaly and Sazdy reservoirs, the main Tamdykol sluice-regulator in the Oyil district, pond irrigation systems in 6 districts, dams and group water pipelines in the Irgiz district.
"In order to safely use the Aktobe reservoir, in 2024, in accordance with the Concept of the Development of the Water Resources Management System for 2024-2030, in order to prevent emergencies and interruptions in the supply of water to industrial enterprises of Aktobe city and fields in the region, the Elek River The reconstruction of the Aktobe reservoir has been completed. The design volume of the reservoir is 245 million m3,” Rinat Shauenov noted.
In addition, during last year's flood, a large volume of water flowed into the Sazdy reservoir, and the bucket spillway was damaged. Today, the problem has been eliminated, and this facility has also undergone major repairs. The actual volume of water in the reservoir is 2.5 million m3, the design volume is 7.5 million m3.
Current repairs have been carried out on the Kargaly reservoir. However, this year the reservoir will be reconstructed. Design and estimate documentation is being developed for the allocated 140 million tenge. The design volume of this reservoir is 280 million m3.
Inert materials and fuel have been prepared in all three reservoirs in preparation for the spring flood, and diesel backup generators have been installed.
Regional governor Askhat Shakharov gave a number of instructions to the head of the institution.
“During the spring flood period, it is necessary to constantly monitor the level of reservoirs and organize safe water discharge in cooperation with the Emergency Situations Department and the Kazhydromet institution,” the head of the region said.
The head of the state institution for servicing hydraulic structures of the Aktobe region, Mamyrgali Akkagazov, reported on the condition of 174 hydraulic structures.
Repair work is currently underway at 19 facilities, and it is planned to complete the construction of dams in the villages of Oyyl and Irgiz by February 15. In addition, work was carried out to clean the banks of dams in several districts. The water level and the condition of hydraulic structures are constantly monitored, preparations are being made to eliminate ice jams.
After listening to the speakers, the regional akim instructed the civil protection services to coordinate work with local akimats to ensure readiness in case of emergency situations related to floods.
“This year, there may be floods early. Therefore, we must be prepared for any unforeseen circumstances. All efforts should be directed to the most urgent preparation of the necessary resources and equipment. I instruct to carry out work to clear ditches, drainage channels, river channels, water supply structures and bridges from snow, debris and reeds by March 1. It is necessary to organize the preparation of machinery and equipment to prevent and eliminate emergencies during the spring flood period.Prepare a sufficient amount of inert materials and bags for areas at risk of flooding. It is necessary to organize places for the evacuation of the population and farm animals, as well as to form the necessary reserves of fuel, food and medicine, especially in settlements where transport connections may be disrupted. All available livestock should be included in the general database of the districts. It is also necessary to carry out snow removal from the territories of settlements, including around social facilities. These measures are very important for ensuring the safety of the population during floods. Everyone must work in a coordinated and efficient manner,” the akim instructed.
On the instructions of the akim, command-staff exercises will soon be held, in which all civil protection services, including rescuers, military personnel, police officers and representatives of local executive bodies, will participate. During the exercises, flood risk preparedness and all scenarios will be worked out.
