The Head of State Kassym-Jomart Tokayev has repeatedly emphasized that when constructing housing, it is necessary to ensure its accessibility for citizens and pay special attention to the quality of construction.
As part of the implementation of these instructions from the country's leadership, the Akim of Kostanay region Kumar Aksakalov inspected the largest construction sites in the region. He checked the progress of work in the Astana and Baiterek microdistricts, as well as in the Bereke microdistrict, where new apartment buildings are being built as part of affordable housing programs.
"Taking into account the instructions of the Head of State, we are not just building new residential complexes, but creating a comfortable urban environment. It is important that housing is not only affordable, but also meets high quality standards, and the infrastructure of new microdistricts meets modern requirements.
Today, I personally inspected the progress of work at key sites and met with representatives of construction companies to ensure that the work is carried out in accordance with the schedule. Our region demonstrates good dynamics in housing commissioning, and in 2025 we will continue working in this direction,” said the region’s akim Kumar Aksakalov.
Growth in construction volumes and new quality standards
The development of the construction industry has a significant impact on the region’s economy. In 2024, the volume of construction work completed in the Kostanay region amounted to 315.3 billion tenge, and the physical volume index reached 124.9% of the 2023 level. This means that the actual volume of construction work in the region increased by almost 25%, which is one of the highest growth rates in the country.
In addition, 500 thousand square meters of housing were commissioned, which is also 4.8% more than in 2023. More than 5 thousand families received apartments.
When constructing housing, special attention is paid to the use of locally produced building materials. This allows not only to reduce the cost of construction, but also to develop local enterprises, creating new jobs.
In 2024, the volume of production of building materials in the Kostanay region amounted to 51.6 billion tenge, which is 3.6% higher than the previous year. At the same time, the production of bricks increased by 22.1%, concrete products - by 6.7%, cement and concrete tiles - by 15.8%. These indicators confirm the growth of the industry and the increase in demand for high-quality building materials.
Progress of construction of the Astana and Baiterek microdistricts
The implementation of a large-scale housing project - the Astana and Baiterek microdistricts - continues in the Kostanay region. It is planned to build 154 multi-storey buildings here, which will provide housing for 60 thousand people.
At the moment, 13 buildings are under construction, the delivery of which is scheduled for September 2025. 7 sixteen-story, 14 nine-story and 13 five-story buildings are at the design stage.
New microdistricts will be provided with a full-fledged infrastructure:
Schools and kindergartens
Medical institutions
Shopping and entertainment centers
Sports facilities and park areas
Wide roads, bike paths, smart stops and video surveillance systems
“We are not just building houses, but modern residential areas with developed infrastructure. An integrated approach allows us to create comfortable conditions for thousands of families,” the regional akim emphasized.
Affordable housing in the Bereke microdistrict
The Bereke microdistrict is one of the largest residential areas of Kostanay, actively being built up within the framework of state affordable credit housing programs. It is aimed at young families, public sector employees and socially vulnerable categories of citizens.
The total development area is 100 hectares. The project provides for the construction of 72 multi-storey residential buildings with a total area of 406.7 thousand square meters. m.
To date:
42 residential buildings with a total area of 358.1 thousand square meters have been built, which is 4,228 apartments. About 12 thousand people are provided with housing.
7 multi-storey buildings are being built using budget funds. Their total area will be 43.3 thousand square meters, which will provide housing for 536 families.
Additionally, 5 commercial residential buildings with an area of 63.6 thousand square meters are being built, where 796 apartments will appear.
In total, 39 multi-storey residential buildings will be built in the microdistrict using budget financing, which will significantly increase the amount of affordable housing for those on the waiting list and other categories of citizens.
An important aspect of the development of the construction industry is the introduction of modern technologies and the use of new materials that meet current requirements for quality, energy efficiency and aesthetics.
