As of the end of 2024, 22,777 social infrastructure facilities were fully adapted in the country in order to ensure the legal rights of people with disabilities and create an accessible environment for them.
Currently, the Concept of Inclusive Policy for 2025-2030, the Roadmap of the "Amanat" party for 2023-2027, and the "Together with the People" project, developed on the instructions of the Head of State, are being implemented in the Republic of Kazakhstan.
The Roadmap of the "Amanat" party provides for work on adapting more than 40 thousand facilities included in the interactive accessibility map (hereinafter referred to as the Map) for 2023-2027. Each year, 20% of facilities are subject to adaptation. Thus, in 2023 - 20% of the objects on the map, in 2024 - 40%, in 2025 - 60%, in 2026 - 80%, in 2027 - 100%.
By the end of 2024, it was planned to adapt 17,325 objects across the country, in the regions this plan was overfulfilled, adaptation was carried out in 22,777 objects.
22,777 objects are accessible to all categories of people with disabilities, including:
- healthcare objects - 3,385;
- educational objects - 7,577;
- cultural objects - 1,819;
- trade and service objects - 3,943;
- state and quasi-state organizations - 3,367;
- sports objects - 397;
- transport infrastructure facilities – 108;
- social protection facilities – 140;
- public catering organizations – 529;
- entertainment and recreation facilities – 74;
- others – 1438.
“Every year, accessibility conditions for citizens with disabilities are improving. The responsibility of facility owners and entrepreneurs towards people with special needs is encouraging. It is noticeable that new facilities in Astana have created accessible conditions for all categories of people with disabilities: there are ramps, handrails on stairs, tactile devices, elevators. Previously operating facilities are also client-oriented, accessibility is ensured for us. For example, in 2024, renovation work was carried out at the MEGA Silk Way shopping center, and if earlier access was limited, now people with disabilities can climb the shopping center, even to the second floor. In general, I believe that the work on ensuring accessibility for people with disabilities is being carried out at the appropriate level,” shared Dastan Raushanbekov, who has a disability of the first group.
In addition, in 2024, within the framework of state control, regional departments of the Committee for Regulation and Control in the Field of Social Protection conducted 2,695 inspections of social infrastructure facilities in the fields of public administration, healthcare, social protection, culture, private entrepreneurship, trade, etc.
Of which: 741 - within the framework of preventive control, 751 - unscheduled inspections, 1,203 - at the request of the prosecutor's office.
According to the results of the inspection, 1,087 orders were issued to eliminate the identified violations, and 973 administrative fines were imposed in the amount of more than 230.3 million tenge.
It should be noted that when violations are first detected during preventive control, the owners of the facilities are only given instructions to eliminate them, without bringing them to administrative responsibility. In case of failure to comply with the instructions within the established time, a fine will be imposed.
