The Karaganda region akimat discussed how the instructions given by the President of the country at the expanded meeting of the Government on January 28 will be implemented. At the meeting, which was attended by the region's active participants, all eight main directions announced by the Head of State were discussed.
Regional akim Yermaganbet Bulekpayev noted that attracting investment to the economy is in the first place.
- As you know, last year our region achieved the set indicators. The economy grew by 13.7%. The volume of investments in fixed assets by 2023 increased by 61%, amounting to 1.4 trillion tenge. 13 investment projects worth 200 billion tenge were implemented, 2.5 thousand jobs were created, however, we understand that our development potential is still huge, - said the head of the region. – Sectoral departments, akims of cities and districts should intensify work on attracting foreign investors and ensure support for implemented projects from the design stage to full production. This is our KPI, akims are personally responsible. All issues of investors must be resolved!
Deputy akim of the region Yermek Alpysov noted that in 2025 it is planned to attract 1.5 trillion tenge of investment, of which about 90% is private capital.
It was noted that one of the growth points of the economy should be tourism. Yermaganbet Bulekpayev instructed to conduct an audit of the tourist infrastructure in the Balkhash and Karkaraly districts, as well as vacant land plots for the development of tourism in the suburbs. It is also necessary to form a list of large projects, attracting domestic and foreign investors.
The development of logistics and e-commerce are also potential areas. The Head of State noted the need to create an international air hub. Karaganda airport can play its role here: investors plan to build a cargo terminal for the transportation of up to 50 thousand tons of cargo annually. The airport already serves cargo flights from Ecuador, the Netherlands, Belgium and Southeast Asia. It is planned to increase the number of technical landings of aircraft on the China-Europe-China route.
As for the introduction of artificial intelligence, it was proposed to use electronic assistants to advise citizens on the services of state bodies.
In the housing and communal services sector, the modernization and construction of new networks will continue. This year, six projects are planned to improve the heat supply of the population and 33 projects to provide high-quality drinking water and sewage. 3.2 km of heating networks, 98.9 km of water pipelines and sewerage networks will be built and upgraded.
To solve the energy shortage, it is planned to implement major projects at three energy sources in the region by 2028: Karaganda CHP-3, Topar CHP and Balkhash CHP. Two new boiler houses and four turbines will be commissioned to increase capacity.
The council also discussed strengthening budget discipline and further developing a "state that listens to the voice of the people."
- I have been visiting enterprises and holding meetings in a new format. Workers do not always come to our annual meetings with the people. I instruct my deputies, akims, to continue this work and hold meetings with labor collectives, representatives of business, the agro-industrial complex, youth and other sectors, - said Ermaganbet Bolekpayev.
