In 2025, 32.6 billion tenge will be allocated from the local budget for the implementation of the SME subsidy tool in Almaty, and over 20 billion tenge from the republican budget. The funds will support more than 2 thousand projects of SMEs in priority sectors of the economy, including manufacturing, IT and tourism.
The relevant draft budget for 2025-2027 is planned to be considered at the upcoming session of the Maslikhat of Almaty. This was reported by the press service of the city Maslikhat.
Recall that in 2024, 47.9 billion tenge was allocated for the implementation of the business subsidy tool in Almaty, of which 18.1 billion tenge came from the local budget, 29.8 billion tenge – from the republican budget. These funds made it possible to support 2,298 existing projects, the subsidy period of which is still ongoing, as well as to approve 875 new projects in the amount of loans of 82.8 billion tenge.
The largest number of subsidized projects falls on the sectors of transport and warehousing (27.7%) and industry (25.5%). At the same time, 72% of all projects are financed for investment purposes, including the purchase of basic equipment and business modernization.
Thanks to subsidies, the final remuneration rate for entrepreneurs has been reduced to 8%.
Subsidizing the interest rate on loans remains the most popular tool among the government support measures provided and provides enterprises with "affordable" financial means to expand or update their business, thereby increasing the competitiveness and quality of goods.
The unified comprehensive entrepreneurship support program is being implemented as part of the state strategy to stimulate business, increase the competitiveness of domestic producers and create new opportunities for entrepreneurs in Kazakhstan.
In general, since the beginning of this year, there has been a steady increase in entrepreneurial activity in Almaty. As of November 1, 2024, the number of operating SMEs amounted to 364.6 thousand (an increase of 7.2% since the beginning of the year). At the same time, there is an increase in the number of enterprises in such sectors as education (+13.6% since the beginning of the year), information and communications (+5.8%) and manufacturing (+5.6%). The output of SMEs in the first half of this year amounted to 10.9 trillion tenge with an increase of 22.4%.
