A meeting on the issues of socio-economic development of the city was held in Rudny under the chairmanship of Akim of Kostanay region Kumar Aksakalov. The event was attended by representatives of government agencies, industrial enterprises, businesses, educational institutions and public utilities.
During the meeting, key areas of the city's development were considered, including the modernization of the industrial sector, the implementation of major infrastructure projects, housing construction, urban improvement, trade development, and improvement of medical and educational services.
"Rudny is not only a powerful industrial center, but also a city that should be comfortable and convenient for residents. Investments in production, infrastructure, education, healthcare and sports are the key to sustainable development. All key projects are under my personal control," Kumar Aksakalov said.
INDUSTRY AND JOB CREATION
Rudny remains a strategic industrial center of the region, and its development is impossible without the introduction of modern technologies and the creation of new industries.
One of the largest investment projects will be the construction of a plant for the production of hot briquetted iron (HBI). The project cost is 920 billion tenge, and the planned capacity is 4 million tons per year. The introduction of MIDREX technology will reduce carbon dioxide emissions by 40%. It is expected to create more than 1,000 new jobs, and annual tax revenues will amount to 32 billion tenge. The launch of the plant will increase the volume of processing of raw materials in the region by 2.2 times.
In 2025, construction of a liquefied natural gas (LNG) plant will begin, which will provide enterprises and transport with more environmentally friendly and affordable fuel. The project cost is 14 billion tenge, the capacity is 50 thousand tons per year. 60 new jobs will be created.
New educational programs are being introduced at colleges and universities in the city to train specialists in demand at industrial enterprises. This will provide qualified personnel for existing and future production facilities.
TRANSPORT INFRASTRUCTURE
One of the significant projects in the transport sector will be the reconstruction of the Kostanay–Rudny highway, which will begin in 2025. The length of the repaired section will be 31 kilometers, 6.6 billion tenge has been allocated for the project. Additionally, lighting of 25 kilometers of the highway and the installation of speed cameras are provided.
As part of the modernization of the city's road network, major repairs of 47 streets with a total length of 28 kilometers are planned, including the completion of the reconstruction of Gornyakov Street.
The renovation of public transport continues. This year, Rudny will receive 37 new buses, which will allow updating 50% of the city's fleet and reducing traffic intervals. 860 million tenge has been allocated for the implementation of the project.
HOUSING CONSTRUCTION, LANDSCAPING, AND RETAIL INFRASTRUCTURE
In 2024, 45 thousand square meters of housing were commissioned in Rudny, which is 5% more than in 2023. Over the past two years, the housing waiting list has decreased by 9.3%.
In addition to the construction of new houses, the reconstruction of old buildings is underway. 9 apartment buildings with a total area of 21 thousand square meters have been restored, 4 new houses (16 thousand square meters) have been built. Currently, work is underway to restore 7 houses (4 in Rudny, 3 in the village of Kachar), and it is also planned to build 10 more residential buildings.
In 2025, the urban renewal program will continue: 700 million tenge has been allocated for the repair of facades and roofs of 9 apartment buildings.
The replacement of outdated elevators in apartment buildings remains an important task. In two years, 17 new elevators have been installed, and in 2025 it is planned to replace 15 more, for which 262 million tenge is provided.
Landscaping, the installation of benches and street lighting, and the construction of playgrounds and sports grounds are continuing as part of the yard improvement program.
The issue of building a shopping and entertainment center was also raised at the meeting. Currently, there is no large modern shopping center in Rudny, which creates certain inconveniences for the townspeople. In this regard, the akim of the region instructed the mayor of the city, Viktor Ionenko, to study this issue, identify possible locations for construction, and attract investors to implement the project.
EDUCATION, HEALTHCARE AND SPORTS
In 2025, the construction of two new schools for 900 and 1,200 places with the state language of instruction will be completed in Rudny. A project to create a School Children's Palace is also being considered, which will become a platform for the creative and intellectual development of children.
To train specialists in technical and engineering specialties, the Rudn Industrial Institute has been granted university status, which has already led to a 6% increase in the number of students. The possibility of restoring the unfinished university building to house educational laboratories and a Youth Resource Center is also being considered.
In the field of healthcare, a new polyclinic is being built in Rudny due to private investments, which will provide access to medical services for 250 people per day.
The development of sports infrastructure continues. Two modern sports and recreation complexes are being built in the city, as well as the design of the city stadium, which is not yet in Rudny.
Professional sports are supported: the Gornyak hockey club and the Ayat futsal club successfully compete in national and international competitions, and their students are part of the national team of Kazakhstan.
ENERGY INDUSTRY
