Legislation in the field of public procurement: issues of law enforcement practice

A round table dedicated to the new Law "On Public Procurement" was held in Almaty. The event was attended by the Vice Minister of Finance of the Republic of Kazakhstan Dauren Kenbeil, representatives of state bodies, the Chamber of Entrepreneurs, the business community, and deputies of the city maslikhat.
The round table participants discussed the main points of the Law "On Public Procurement", which came into force on January 1, 2025. D. Kenbeil touched upon the advantages of the law and its initial results. Thus, now the winners of procurements will be determined within 10 working days, and competitions according to the rating-point system will be held within just 5 working days. At the same time, conditional discounts for local suppliers have been increased from 1 to 2%.
According to the Vice Minister, contracts for socially significant facilities have already been concluded, and the majority of the winners have been local companies. In the first and a half months of this year, 330 thousand contracts worth more than 1.3 trillion tenge were concluded, while last year, contracts worth 339 billion tenge were concluded for the same period.
The participants noted the positive impact of the new Law on the business climate, aimed at improving the quality of purchased goods and supporting domestic producers.
Vice Minister of Finance Dauren Kenbeil noted: "Our ministry is always open to proposals from business and government agencies, striving to create the most transparent system of public procurement."
