A seminar on the implementation of the National Project "Modernization of the Energy and Utilities Sector" was held in the space of JSC "National Management Holding "Baiterek". The seminar was attended by natural monopoly entities of North Kazakhstan, East Kazakhstan, Kostanay regions, Abay region and Astana city.
As part of the seminar, the financial operator of JSC "National Management Holding "Baiterek", JSC "Kazakhstan Housing Company", JSC "Kazakhstan Development Bank"; JSC "Kazakhstan Center for Modernization and Development of Housing and Utilities" was the technical operator; as well as the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan provided explanations on the mechanisms for the preparation and implementation of the National Project.
"The Deputy Chairman of the Board of JSC "NBH "Baiterek" Zhandos Shaikhy made an introductory speech. He noted the importance of introducing effective financing mechanisms for the modernization of municipal infrastructure and the sustainable development of the industry.
As part of the seminar, Aliya Murzagalieva, General Director of JSC "NBH "Baiterek", presented the main aspects of the financing mechanisms of the National Project. The issues of financing state energy management systems through the issuance of government securities were considered, which was reported by Olzhas Salykov, Deputy Chairman of the Board of JSC "Kazakhstan Housing Company". In turn, Vladimir Li, Deputy Chairman of the Board of JSC "KTK", presented the mechanism of financing individual SEMs through direct lending instruments.
Special attention was paid to the issues of setting tariffs within the framework of the national project. Nurlan Bulatbayev, Deputy Chairman of the TMRK of the Ministry of Economy of the Republic of Kazakhstan, made a report on this topic. Makka Shingazieva, Director of the Department of KazCenter Housing and Utilities of JSC, spoke about the mechanisms of preliminary selection and technical examination of projects.
The seminar provided an opportunity for participants to ask questions, discuss current issues and receive comments from experts. At the end of the event, the conclusions of the discussions were drawn up and the next steps for the implementation of the project were outlined.
