On February 18, 2025, the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, together with Zhasyl Damu JSC, held an online meeting with the participation of more than 60 business entities engaged in waste collection, transportation and recycling on the clarification of the proposed amendments to the Rules for transferring money from producers and the operator of extended obligations of producers (importers) to its bank account. The expanded obligations of importers, producers (importers) to organize the collection, transportation, preparation for reuse, sorting, processing, recycling, neutralization and (or) disposal of waste arise after the loss of consumer properties of the product (goods) used by the payment method approved by the Order of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan No. 332 dated November 27, 2023 (hereinafter referred to as the “EcoQolday” Regulation).
The proposed amendments to the “EcoQolday” Regulation were developed taking into account the analysis of the operation of the “EcoQolday” system based on the results of 2024, as well as the applications of waste collectors, transporters and recyclers.
During the meeting, the Director of the Waste Management Department R.K. Tukenov and the Deputy Chairman of the Board of “Zhasyl Damu” JSC, Member of the Board N.K. Kabdoldanov spoke in detail about the current work and planned changes to the EcoQolday rules. The adoption of the proposed amendments to the “EcoQolday” rules will contribute to optimizing the process of working with waste for business entities.
For example, the amendments to the “EcoQolday” rules, as mentioned by the representative of the authorized body, include:
- allowing the transportation of waste by rail;
- allowing waste-generating organizations to participate in the “EcoQolday” system on general terms;
- the possibility of granting one recycler the right to recycle several types of waste;
- eliminating waste recycling standards.
Also, during the meeting, it was announced that the “EcoQolday” mobile application will be launched, which will simplify the process of transferring secondary raw materials for individuals and legal entities, as well as provide additional support to the waste recycling industry in the country.
After explaining the proposed amendments, representatives of business entities asked questions of interest to them and received detailed explanations.
In the near future, the draft amendments to the “EcoQolday” rules will be submitted for approval and further approval in accordance with the procedure provided for by law. will be sent to interested parties.
Today, contracts have been concluded with 60 companies in the "EcoQolday" system, including 35 assemblers, 17 recyclers and 8 full-cycle enterprises.
In 2024, 20.1 thousand tons of waste (paper - 17.1 thousand tons, glass - 1.4 thousand tons, plastic - 1.6 thousand tons) were collected through the "EcoQolday" system. Business entities have begun to receive payments.
