During the meeting, the Chairman of the Plenipotentiary Council, Professor Muhittin Şimşek, made an introductory speech and wished success to the participants.

Furthermore, the agenda considered important issues related to the development and strategic directions of the university. In particular, the report on the work done by the rectorate was heard and the budget for 2025 was discussed. Proposals were studied to determine the contingent of students to be accepted from the Republic of Turkey, Turkic-speaking republics and related communities and other states in the 2025-2026 academic year, the contingent of students to be accepted into TurTEP programs. The number of candidates to be sent for master's, doctoral and professional development and exchange of experience on a scholarship basis for the 2025-2026 academic year, as well as the scholarship contingent and specialties of the Yasawi doctoral program were considered. A decision was made to open the Faculty of Law and the Faculty of Art, Media and Design within the university. The proposal to create a "General Subjects" department was considered at the preparatory center.
