Since 2025, some changes have been made to the mechanism of the “Damubala” program in Almaty.
The term of the offer agreement has changed
Now contracts with suppliers are concluded annually. From January 15 to 21, 2025, in accordance with the Laws of the Republic of Kazakhstan “On Culture” and “On Physical Education and Sports”, suppliers providing state sports and creative order services were accepted. From January 22 to February 4, applications from existing and new suppliers were considered and evaluated in accordance with the rules for placing a state creative order.
In addition, in accordance with the offer agreement, contracts are renewed annually. This change is aimed at a fair distribution of vouchers, increasing the transparency of the process and strengthening the responsibility of suppliers. Previously, no term was set in the offer terms. District akimats have been holding meetings with suppliers and systematically conducting explanatory work on the changes introduced.
Children will continue their classes
Since the beginning of 2025, the offer renewal process has been underway in Almaty. However, all suppliers will receive payment for the services provided from January 1 to 21, 2025.

Almaty Maslikhat allocated 15.1 billion tenge to finance creative circles and sports sections for 2025.
Negative suppliers will be removed from the list
Together with the Public Council of Almaty, the work of service providers was monitored. As a result, all information about negligent suppliers was sent to law enforcement agencies.
Thus, as the first stage of the program implementation, measures were taken to renegotiate agreements with current suppliers and consider new applications. Each supplier must confirm that its infrastructure meets the requirements for the type of circle or section.
Control of attendance at classes will be introduced
Vouchers will be issued until the end of 2025, subject to the supplier signing a contract with the child's legal representative. Then, to verify the children's attendance at classes, it is necessary to connect to a special system. Vouchers will also be distributed based on a monthly limit, in a certain number. Last year, a biometric identification system (Face ID) was introduced in Almaty to confirm the actual participation of children in classes. In this regard, in 2025, 100% of children will be required to be connected to the Face ID system when concluding contracts with suppliers. The city administration called on residents to trust only official sources of information, that is, the operators of the program managed by the akimats of Almaty districts.
