From January 1, 2025, the Institute of Independent Experts for the Certification of Citizens Referred by Medical Organizations for Medical and Social Expertise (hereinafter referred to as MES) in Kazakhstan was introduced in a proactive format.
The introduction of the Institute of Independent Experts will allow the involvement of specialized specialists from healthcare organizations in medical and social expertise, as well as contribute to resolving issues of staffing MES services, reducing the risks of corruption offenses, and improving the quality of public services for determining disability.
In order to effectively introduce this institute, a pilot mechanism for involving independent experts in medical and social expertise was tested from September to December 2024. 18 doctors participated in the pilot project, and 7,532 acts of the MES were reviewed.
Based on the results of the pilot project, amendments and additions were made to the existing regulatory legal acts.
Currently, the Committee for Regulation and Control in the Field of Social Protection of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan is accepting documents from candidates for inclusion in the register of independent experts of medical and social expertise. Applications are submitted through the Social Services Portal (aleumet.egov.kz), while candidates consent to the collection and processing of personal data.
As previously reported, today, absentee certification is carried out for 30 nosological entities. Since the beginning of 2025, more than 8.5 thousand applications received from all regions of Kazakhstan have been considered in this format.
