This was stated at a staff meeting chaired by Akim of the region Askhat Shakharov, where the results of the work of the Department of State Architectural and Construction Control were discussed.
Oksana Soprun, Head of the Department of State Architectural and Construction Control of Aktobe region, presented a report on the implementation of control and supervisory functions in the field of architectural, urban planning and construction activities for 11 months of 2024. In total, 55 unscheduled inspections were carried out, as a result of which 44 prescriptions were issued. 197 protocols on administrative offenses have been drawn up. Fines totaling over 43 million tenge were imposed, of which 91% were recovered. 49 developers, 7 design organizations, 28 contractors, 5 accredited technical supervision organizations, 2 expert organizations were brought to administrative responsibility.
Since the beginning of the year, 1,723 notifications have been received on the start of construction and installation work. This includes housing developments, educational facilities, healthcare, industrial facilities, as well as the construction of roads and engineering networks.
At the beginning of the year, there were 12 long-term commercial construction sites in Aktobe. Five have been put into operation today. These are a cafe-shop, a kindergarten for 320 places, apartment buildings and a sauna complex. At the stage of commissioning, a complex of car services and houses in the Altyn Orda microdistrict and along Seitova Street.
"Inspectors of the department, together with interested state bodies, are taking measures to identify construction sites where there are no washing and cleaning points for truck wheels, dumping of the adjacent territory and violation of landscaping rules. 41 construction entities in the amount of 1.49 million tenge were brought to justice. The work of the supervision Department continues and is under constant control", Oksana Soprun explained.
After hearing the report, the governor of the region instructed to strengthen control over construction organizations.
"The dirt on the streets comes mainly from construction sites. Therefore, it is necessary to strengthen control over developers. Carry out inspections on a daily basis, especially in areas such as Altyn Orda and Southern Bypass. It is necessary to involve the local police, urban architecture specialists, public figures and deputies in the inspections. If you conduct raids every day, violators will start to adhere to the order. We must ensure cleanliness and order in the city. It is also worth checking out companies, especially those that are delaying projects and looking for investors. This is unacceptable. All checks on these issues should begin as early as this week," the mayor instructed.
