The fourth round of negotiations was held at the National Military-Patriotic Center of the Armed Forces under the leadership of the Ministry of Defense of Kazakhstan with the participation of representatives of the Caspian littoral states.

During the meeting, the parties discussed a draft agreement on confidence-building measures in the field of military activity in the Caspian Sea. 

The document was developed by the Kazakh side in order to implement the agreements of the heads of the Caspian littoral states following the results of the Fifth Caspian Summit held in Aktau, Mangistau region on August 12, 2018. 

The draft agreement is aimed at implementing the principles established in the Convention on the Legal Status of the Caspian Sea.
