Nurlan Abayuly was born on June 11, 1980 in the village of Bogatyr, Uspensky district, Pavlodar region.

He graduated from Pavlodar University (2003), Pavlodar State Pedagogical Institute (2006), and Pavlodar State University named after S. Toraigyrov (2016) with degrees in "automobiles and automotive industry", "physical education and sports" and "political science".

He began his career in 2004 as a master of industrial education at the Konstantinovka secondary school in Pavlodar region. In different years, he worked in the field of sports and physical culture in the region:

He worked as a leading specialist, chief specialist, and head of department in the Department of Physical Culture and Sports of the Pavlodar region;

He served as acting deputy head of the Department of Tourism and Sports Development of the Pavlodar region, and later as deputy head of the department.
