The Department of State Revenue for the Mangystau region informs that mandatory digital labeling of tobacco products has been launched in Kazakhstan since January 1, 2021.

This was part of a large—scale initiative to introduce a product traceability system aimed at combating counterfeiting, streamlining trade and increasing tax transparency.

What is labeling?

Labeling is the application of a unique Data Matrix code to the packaging, which contains complete information about the product: manufacturer, country of origin, release date and other parameters. The system allows you to track the path of each package of tobacco products from the factory to the end user.

With the introduction of labeling, the state:

- strengthens control over the movement of tobacco products;

- reduces the level of counterfeiting;

- increases the efficiency of tax revenue;

- provides consumer protection.

How does the system work?

The operator of the labeling system in Kazakhstan is the Digital Economy Development Center (CRPT-KZ) LLP. Manufacturers and importers are required to put unique codes on each pack of cigarettes, and sellers are required to transmit information about sales through cash registers integrated with the OFD system (fiscal data operators).

For consumers, labeling is a way to verify the authenticity of a product through the Naqty Sauda mobile app by scanning the code on the package.

Liability for violations

According to the Administrative Code, fines and seizure of goods are provided for the sale of unmarked products. For legal entities, sanctions can reach several million tenge.

Labeling of tobacco products is an important step towards the formation of a civilized and transparent market in Kazakhstan. It is beneficial to the government, businesses and end users. For further success, the coordinated work of all participants is important: manufacturers, importers, retailers and government agencies.
