TheRepublic of Kazakhstancontinues to implement a pilotprojectin the field of foreignelectroniccommerce,whichwaslaunched on July4, 2023, aspart of the Decree of the Council of the EurasianEconomicCommissionNo.7datedApril5, 2021.

Goalsandfeatures. The projectaimstosimplify the customsadministrationanddeclaration of e-commercegoodstransportedacross the customsborderininternationalmailandexpressshipments.Withinitsframework, the operator of electroniccommerceisKazpostJSC, which carries out customsdeclaration of goodsonbehalf of individualrecipientsbothduring"direct"deliveryandthrough a customswarehouse(the bondedwarehousemodel).

The regulatory framework. To implement the pilot, the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" was amended accordingly.:

- Chapter 45-1 regulating the specifics of customs declaration and release of e-commerce goods has been supplemented;

 -Amendments have been made toarticle544,limiting the durationof the pilotprojecttoDecember31, 2024.Developmentanddigitalization of the process.InJune2024, theintegration of informationsystems of KazpostJSC(IPPostalAccountingSystem)andstaterevenueauthorities(IPASTANA-1) was carried out.This made it possible to significantlyspeed up andautomatecustomsoperations.Extension.

Taking intoaccount the positiveresults of the project, the deadline for itsimplementation was extended by the Law of the Republic of KazakhstandatedFebruary10, 2025No.164-VIII.

According to thislaw, the pilotwillcontinueuntil the entryintoforce in thecustomsterritory of the EAEU of the ProtocolonAmendments to theTreatyon the CustomsCode of the EAEUonForeignElectronicCommerceand the relevantacts of the EurasianEconomicCommission.

The extension will allow Kazakhstan to further implement advanced technologies in customs administration, providing convenient conditions for participants in foreign electronic commerce.
