During the meeting Carrie Lam mentioned that the economy of Almaty as the Hong Kong were mostly based on the service, the trade, the finance service and the logistics which made it stable one and it meant an attractive city for investment.

«Almaty is a financial and a cultural center of the region and it is an important partner of our country. Thanks to the integration politics of your President N.A. Nazarbayev , there has been founded An Eurasian Economic Union with the market of 180 million people which gives the priority for investment. I think that the Almaty city is an attractive city for investing.In the time that our basic investment policy was directed to the attraction of investment to Hong Kong. Now, we encourage our companies and enterprises to invest for other countries. We look for the new markets and we are ready to open our doors widely for investing. Besides the investment , there is a big potential between our regions in stimulating the crowd of tourists. As far as we are the economic subjects , we are ready to develop our partnership with Kazakhstan and with the city of Almaty in the sphere of culture, education, trade and also in economic development. By myself I shall develop the both sides connection.», said C.Lam.

The governor of Almaty, Bauyrzhan Baibek mentioned that the city had been realizing the number of infrastructural projects which needed the investment and the experience of Hong Kong companies.

«Nowadays in Kazakhstan there is actively realized the program«Strategy«Kazakhstan-2050» initiated by the Head of the State, N.A. Nazarbayev. It is for entering in the list of 30 high developed countries of the world. Our president has also made a task to insert the program «Digital Kazahstan». Nowadays In Almaty has started the project «Smart city» which is based on the safety, the health care, the education,the housing and utilities and the transport reform. The practice of Kong Hong is important for us in the usage of smart technologies in these spheres. Besides it, in Almaty it is done a bog work for attracting the investments. If in the rating of «Doing Business» Hong Kong is on the 4 place, but Almaty takes the 36’s place among 190 countries of the world. By the principle of «one window» we do all kinds of help for investors from the flight to Almaty till the launch of the project. It is 65 million people market of Central Asia, Eurasian Economic Union with a market of 180 million people. All of it is available if the enterprise will be in Almaty. For example, last year our president opened the factory «Tokyo Rope» in Almaty by the help of the TV broadcast from Japan. Just one purchase order has overwhelmed 5 times more than the cost of the factory construction. Nowadays this company is actively realized it’s production not only in Central Asia , but also it exports to UAE, Russia. Nowadays this company is building it’s 3 factory in Almaty.We are ready to make all the conditions for Hong Kong investors», mentioned Bauyrzhan Baibek.

During the working visit the governor of Almaty Bauyrzhan Baibek met with the secretary for innovation and technology of the Hong Kong, Nicolas Yang. He also met with the Chinese association of producers «The Chinese Manufacturers Association».

Besides it, the delegation of Almaty has got introduced with the activities of Hong Kong corporation of scientific and technological parks. Both sides have discussed the issues of development and support of start-ups,the role of innovation in raising the economical potential of the cities and the foundation of working places in the sphere of high tech.

The delegatin of Almaty also went to the exhibition of planning and infrastructure of Hong Kong where was sounded the main challenges facing the megacities and its ways of salvation.

«The medium density of population in Hong Kong is about 6000 people per sq.m While planning the new city’s districts , the transport provision is crucial. In Hong Kong there are 730 000 cars for 7,2 millon people. The road length is 2100km. In other words it means 350 cars for each km of it. Therefore 90% of the people of Hong Kong use the public transport. Owning the car is an expensive pleasure and also it is very difficult to find the parking lot. It costs 30-40 Hong Kong dollars per hour. In recent years there is observed the tendency of decreasing the number of parking lot in order to make the good condition for ecology.», said the Deputy Secretary for Development of Hong Kong Liu Chun San.

By the working visit result, there has been a treaty for opening a Representative Council of the Hong Kong Trade Development Board next year in Almaty. Besides it, there has been written a memorandum for trade, investment, innovation, and the cooperation MSB of Hong Kong with Almaty’s social- business corporation, and also with the partnership of trade development council of Hong Kong.
