10.04.2025 16:57:35 253The Minister of labor and social protection of population Tamara Duissenova held a meeting on topical issues of social security and employment with the Deputy akims of oblasts and cities of Astana and Almaty.
Also participating in the meeting were Director of the territorial Department of the Committee of labor, social protection and migration, heads of managements of coordination of employment and social programs of local Executive bodies and other interested parties.
In particular, during the meeting discussed issues of implementation of targeted social assistance (hereinafter – TSA) new format, changing the methods of assignment of the basic pension and the formalization of activities of self-employed.
According to the new TSA format, the Minister pointed to the need for strengthening the work of employment centers, including to provide logistical equipment and training.
"If today the TSA is provided as monetary assistance to a person or families whose income is below 40% of the subsistence minimum, starting next year, TSA will be available to families with incomes below 50% of the subsistence minimum for each family member. However, TSA will be paid as a Uniform allowance instead of the current three types of social payments – TSA, child allowances, special state allowances. In this case, the size of the new TSA will be more than the total amount of the above three payments. Thus, TSA is not only cash, but a comprehensive measure of the way out of poverty. To ensure availability and optimization of business processes, and includes provision of Single window concept. This Single window will be the employment Center", - said Tamara Duissenova.
The Minister elaborated on the forthcoming next year, amending the mechanism for the basic pension appointment.
From 1 January 2018, in accordance with the instructions of the Head of the country, jointly or as they call themselves pensioners retirement pension will be increased by 8%. Basic pension, and other benefits will be increased by 6%. Thus, the minimum pension with the basic pension will be in the next year 49 019 tenge and the average pension 71 333 tenge.
"At present the basic pension is assigned to persons who have reached retirement age are in the same size without regard to seniority and to participate in formation of pension savings. Next year the basic pension will be assigned depending on the length of participation in the pension system. This will take into account not only the period of earnings pension contributions to accumulative pension system since 1998, but also work experience prior to 1998," - said Tamara Duissenova.
This approach restores justice in respect of persons receiving today, low pensions, having 30-40 years of work experience. For those with experience of more than 33 years, both before 1998 and after 1998, the basic pension will be increased twice compared to the current. If today is 14 thousand tenge, from 1 July 2018, this group of retirees will receive 28 thousand tenge.
For each year worked over 10 years, the basic pension will increase by 2%. For example, the experience of 20 years – the basic pension will amount to 74% of the subsistence minimum (hereinafter, SM), if the person worked 30 years of age – basic pension – 94% of SM. This law establishes that, with the experience of 33 years or more the basic pension will be 100% of SM.
For the formalization of activities of self-employed developed a draft policy Road map for 2018-2019.
Given the designated tasks, Tamara Duissenova recommended to strengthen work on the ground to explain the policy of the Government in the social sphere.
Recall from 1 January 2018, and introduced a range of measures aimed at upgrading the socio-labor sphere. They come from the 100 steps of the Plan and implemented pursuant to the President's instructions voiced in the address to the people of Kazakhstan in the current year.
