Address social assistance is a cash payment provided to low-income citizens and families with low income, including large families. Below are the 10 most frequently asked questions and answers.

1) When will applications for the updated format of address social assistance be accepted? Where to apply for this?

Acceptance of applications for the provision of updated address social assistance will begin on April 1, 2019. For this, contact the Employment center or Population service center at the place of residence.

2) What documents are needed for the purpose of address social assistance?

It is necessary to submit an application and provide only an identity card for identification. No other documents are required.

3) Is it necessary to apply from the beginning of the month to get the full allowance?

Not necessarily. Address social assistance is assigned from the month of application and does not depend on the day of application. For example, if You submitted documents to the authorized body on April 20, then you will receive a payment in full for the entire month.

4) Do I need to have a residence permit at the place of residence to receive the ASA?

Yes, you do. For the appointment of ASA it is necessary to have a permanent or temporary registration at the place of residence.

(5) Is it true that the income of all cohabiting relatives is taken into account in the calculation of the allowance? Will this rule be revised?

Until April 1, 2019, the appointment of address social assistance takes into account all family members living together, leading the general economy.

However, the ministry makes additions to the Law "On state address social assistance" in terms of clarifying the composition of the family.

So, from April 1, 2019 only close relatives will be considered in the family: parents, children, adoptive parents, adopted, full and half brothers and sisters, grandfather, grandmother, grandchildren.

6) What is the income per family member must be to receive allowances? What is the amount of allowance?

If the monthly income of the family per person does not exceed 20 789 KZT, in this case, it is necessary to pay address social assistance. At the same time, the amount of 20 789 KZT is paid to minor children, adults are paid the difference between the average capita income of family and the amount of the ASA criterion.  

As an example, take a family of two adult parents and six minor children.

Monthly income:

1.         The salary of the father is 150 000 KZT.

2.         Special state allowance to large families – 10 504 KZT.

3.         State allowance to mother of many children, awarded "Kumis Alka" - 16 160 KZT.

Total monthly family income – 176 664 KZT. 

State allowance of a large family and the allowance "Kumis Alka" are excluded from the calculation of the total family income. The average capita income for each family member is calculated: 150 000 divided by 8 people = 18 750 KZT. Accordingly, the family fits the criteria for the provision of ASA.

Calculation of ASA size for children: 20 789 KZT *6 children = 124 734 KZT.

Calculation of ASA size for parents 20 789 KZT. – 18 750 KZT = 2 039 KZT;

2 039*2 = 4 078 KZT.  

Total size of ASA 124 734 KZT + 4 078 KZT = 128 812 KZT.

If earlier this family did not fit the criterion of providing ASA, then from 1 April 2019 it is entitled to receive address social assistance in the amount of 128 812 KZT.

Thus, the total income of the family with the new address social assistance will be: 176 664 KZT. + 128 812 KZT = 305 476 KZT

7) Is the income from the personal subsidiary farm taken into account when calculating the total income of the family?  

Yes, income from the personal subsidiary farm is taken into account in determining the total income of the family. Income from PSF is calculated by the "Rules for calculating the total income of a person (family) applying for state address social assistance", approved by the order of the Minister of labor and social protection of population of Kazakhstan dated July 28, 2009. The rules define the rules for calculating income from PSF, taking into account the climatic characteristics of the country's regions.

At the same time, local executive bodies can define a personal subsidiary farm as not giving income. That is, akimats have the right not to take into account the income from PSF at their discretion.

8) What income from April 1 will be excluded in the calculation of the total income of the family?

When calculating the total family income for the purpose of ASA will not be taken into account:

1. special state allowance for large families with 4 or more children;

2. allowance for mothers with many children, awarded pendants "Altyn Alka" and "Kumis Alka»;

3. child disability allowance;

4. scholarships for students;

5. one-time payments made by local executive bodies.

9) What other measures are there to support large families? Where can they get full and correct information on them?

Mothers with many children, awarded with pendants "Altyn Alka" and "Kumis Alka", or previously awarded the title of "Mother heroine", awarded the order of "Mother glory" I and II degree, paid a monthly state allowance in the amount of 16 160 KZT. (6.4 MCI). Today 235 thousand mothers have such an honorary title.

Mothers with many children, awarded with pendants "Altyn Alka" and "Kumis Alka", are also exempt from payment:

- vehicle tax and land tax;

- state fees for notarial and legally significant actions in the registration of residence, issuance of passports and identity cards, etc.

Also, mothers who gave birth to 5 or more children and brought them up to 8 years of age, have the right to retire at 53 years.

In addition, taking into account the proposals of citizens, the Ministry has developed a unified package of social assistance and services that will be provided to the recipients of the ASA by local executive bodies. The social package includes 11 measures of social support and social services at the expense of the local executive body, including providing schoolchildren with free hot meals from grade 1-4, preferential travel in public transport, free rest in children's camps, improving living conditions through the system of housing savings, providing school uniforms, books and supplies, and more.

The introduction of a unified social package will make it possible to provide additional social assistance to needy citizens equally in all regions of the country.

10) At what age can children receive ASA?

Under the new mechanism, the recipients of the ASA are guaranteed payment in the amount of 20 789 KZT will be paid to children under 18 years of age, and subject to full-time education in organizations of secondary, technical and vocational, post-secondary, higher and postgraduate education after they reach the age of majority before the end of educational institutions (but not more than until the age of 23 years).
