On April 26 this year, the Government delegation headed by Deputy Prime Minister of RK G. Abdykalikova continued to explain the main directions of the new social measures of Elbasy "Aleumettik kamkorlyk" in Almaty. In the first half of the day, Deputy Prime Minister G. Abdykalikova, Minister of labor and social protection of population B. Saparbayev, akim of the city B. Baibek held a meeting on the implementation of Road maps "Bakytty otbasy" and "Belsendi uzak omir".

On behalf of the First President of RK - Elbasy N. Nazarbayev, a new social policy is being implemented in the country. The key task is to improve the quality of life and well-being of our citizens.

Today, the Road maps "Bakytty otbasy" and "Belsendi uzak omir" are being actively implemented in the city to support mothers with many children and the elderly. Road map involving 13 measures was approved. Center "Bakytty otbasy" opens, the work of which will be built on the principle of "one window". Lawyers, psychologists, coaches, etc. will work here. Charity fund "Bakytty otbasy" was created, which at the expense of patrons and the public has collected more than 131 million KZT. Financial assistance was provided to more than 1 thousand families.

Almaty was the first in the country to launch a preferential housing program "Bakytty otbasy". In May, it is planned to provide housing for 30 families. The amount of existing social payments has been increased. In particular, from 10 MCI (25 250 KZT) to 20 MCI (50 500 KZT) one-time social assistance to citizens in difficult situations was increased. This measure will affect more than 10 thousand families.

In addition, G. Abdykalikova and B. Saparbayev held a meeting with akims of districts, heads of large enterprises, business structures and trade union organizations, where they discussed issues of social partnership.

Since 2015, more than 40 projects worth 25.7 billion KZT have been implemented in the city within the framework of social responsibility of business. To date, 32 projects worth 21.6 billion KZT have been implemented. 7 kindergartens, 1 polyclinic, medical and obstetric point etc. were built.

At a meeting with mothers with many children, the Deputy Prime Minister stressed that the state is taking measures aimed at providing social support to low-income categories of citizens. Since 1 April this year, the criterion for providing address social assistance has been increased to 70% of the subsistence minimum and is 20 789 KZT, from May this year the allocation of rental housing will begin, and from 1 June this year the salary of low-paid workers in the public sector will be increased. In addition, measures will be taken to improve the quality of education and health services. Also, the members of the working group informed about the innovations that are being implemented in the framework of the new social policy.

In addition, during a visit to the hostel of the National medical university. S. D. Asfendiyarova Deputy Prime Minister acquainted with the implementation of the order of the First President in the framework of the "Five social initiatives of Elbasy".

At the end of the working trip, G. Abdykalikova held a meeting with the rectors of universities, during which information about the implementation of the third initiative to improve the living conditions of students was heard, topical issues of higher education were discussed.

To implement the initiatives the city continues to work on the construction of student hostels. There are 39 Universities, which train 149 thousand people, including more than 92 thousand nonresident students. Total - 95 dormitories, which are home to 30 thousand (33%) students.

In 2018, 3 dormitories for 1200 places were put into operation at the expense of own funds of Universities. In 2019, it is also planned to complete 5 dormitories for 2,340 places at their own expense.

Following the meeting, Deputy Prime Minister G. Abdykalikova gave a number of specific instructions to the heads of state bodies, rectors of higher educational institutions to ensure timely and high-quality introduction of dormitories, to take the necessary measures to create favorable conditions for students.
