Ensuring Constitutional Legality as a Guarantee for Strengthening the Rule of Law

A dialogue meeting with judges of the Constitutional Court was held at the Law Enforcement Academy under the General Prosecutor’s Office. The event took place within the framework of the National Plan “Ata Zań – Tәuelsizdik Tiregi,” dedicated to the 30th anniversary of the Constitution of the Republic of Kazakhstan.

Opening the meeting, Deputy Prosecutor General Asset Chindaliyev emphasized the importance of cooperation between the Prosecutor’s Office and the Constitutional Court and informed participants about the ongoing efforts to ensure the implementation of its decisions. According to him, the Prosecutor’s Office regularly provides opinions on constitutional proceedings, has organized dozens of training events, and issued acts of prosecutorial supervision addressed to government bodies.

Deputy Chairperson of the Constitutional Court Bakyt Nurmukhanov, in his speech, highlighted the Court’s role in strengthening constitutional legality and protecting the rights and freedoms of citizens. He stressed the importance of dialogue between the judiciary and the academic community, noting the Court’s openness to professional and scientific collaboration.

Rector of the Academy Marat Seksembayev presented the main areas and results of the Academy’s activities, including a detailed overview of the initial professional training system for future employees. He also covered topics related to the advanced training of current personnel, the development of master’s and doctoral programs, and international cooperation. The Rector introduced the participants to the results of scientific research conducted at the Academy.

Judge of the Constitutional Court Roman Podoprigora delivered a report on the practice of applying selected Court decisions, while Deputy Head of the Court’s Office Yerlan Saparov spoke about the mechanisms for implementing final rulings and interaction with state authorities.

During the event, Constitutional Court Judge, Doctor of Law, and Professor Yerkin Ongarbayev was awarded the title of Honorary Professor of the Law Enforcement Academy in recognition of his contribution to the development of the Academy’s scientific and educational activities.

At the end of the meeting, the guests were familiarized with the Academy’s training facilities. An agreement was reached to conduct a series of guest lectures for Academy students and to develop methodological guidelines for prosecutors on overseeing the implementation of normative rulings of the Constitutional Court.
