The portal was created in order to simplify citizens' representation about the notion of "budget planning" in the state and promote the development of an active civic position through public control over spending budget funds.

 According to the Law “On access to information”, the Ministry of Energy of the Republic of Kazakhstan annually publishes Open Budgets:

- budgetary reporting;

- consolidated financial statements;

- information on the results of state audit and financial control;

- draft budget programs.

Also there is a public discussion: draft budget programs, reports on the implementation of budget programs for the past fiscal year.

Public discussion is aimed at strengthening the interaction of citizens and government through active participation of the population in the distribution of state budget funds. Citizens have the right to send proposals, comment on draft budget programs / reports on the implementation of budget programs, so that government agencies can take into account these proposals in the future work.a
