On October 21, 2019, a seminar-meeting on "Etiquette of behavior in public places"was held under the chairmanship of the head of the office of the mayor of Kostanay, Commissioner for ethics Klochko V. V.

The meeting was attended by heads and specialists of departments of the city mayor's office.

Opening the seminar, the ethics Commissioner V. V. Klochko noted that today the issues of ethics and behavior of civil servants are given more importance. The integrity of the image of a civil servant is based on the manifestation of high professional and personal competencies, moral qualities and ethical behavior. In addition, the civil servant is called to resist actions that harm the interests of the state and the rights of citizens, and to comply with the restrictions established by law.

"The behavior of a civil servant plays an important role in its activities, since its actions and actions are not only its business card, but also affect relations with employees and citizens. The image of the state as a whole will depend on how an employee behaves with colleagues and citizens. Also, it should be noted that public service is an expression of special trust on the part of society and the state and places high demands on the moral and ethical image of public servants. Civil servants in their activities should be committed to the policy of the First President of the Republic of Kazakhstan-Leader of the Nation Nursultan Nazarbayev and consistently bring it to life, - concluded V. V. Klochko.

Next, the acting head of the personnel management service (HR service) Seitkhanov E. S. announced highlights of conduct of civil servants during off-duty hours:

1. adhere to generally accepted moral and ethical standards, avoid cases of anti-social behavior, including being in public places in a state of intoxication that offends human dignity and public morality;

2. to show modesty, not underline and not use their official position in obtaining the appropriate services;

3. not to allow for its part violations of legal requirements that involve an attack on public morality, order and security, and not to involve other citizens in committing illegal, anti-social actions.

As a result of the workshop, the heads of departments and specialists of the city mayor's office are recommended to constantly improve the level of behavior in public places, aimed at strengthening the standards of ethics and service ethics in the minds of civil servants.
