An international seminar was held in the capital of the Russian Federation from October 23-25, 2019 on the topic: “Accounting and Reporting in the Public Sector” with the support of the PEMPAL Treasury Community Leadership Group, the PEMPAL Secretariat and the World Bank with the participation of representatives from 9 countries of Central Asia and Central and Eastern Europe, including the delegations of Albania, Azerbaijan, Belarus, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkey and Montenegro. The total number of delegations at this event was more than 70 people.
The main goal of the meeting of the COP thematic group on accounting and reporting in the public sector in Moscow is to deepen, based on the experience of the Russian Federation, participants understanding of the difficulties associated with the implementation of accounting and reporting reforms in the public sector. The meeting will also provide an opportunity for participants to discuss the latest public sector accounting and reporting reforms in the participating countries and to continue work on a knowledge product related to building a chart of accounts.
The seminar was attended by the chairman of the Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan A. Ashuev and the head of the reporting department for the republican budget of the Committee G. Sadvakasova.
During the seminar, the Kazakhstan delegation studied the latest achievements of the Ministry of Finance of Russia and the Federal Treasury in accounting and financial reporting in the public administration sector, as well as the use of the Electronic Budget Information System as a tool for a new model of budget accounting.
The seminar participants noted the high achievements of Kazakhstan in the formation of consolidated financial statements for the republican budget based on the e-Ministry of Finance information system and the implementation of accrual-based accounting and reporting in the public sector.
