Starting from November 1, Kazakhstan will cancel the address certificate and exclude it from the register of public services. This means that public authorities, schools, medical institutions, etc.do not have the right to demand from citizens an address certificate from November 1. It will not be available either through branches of the Government for citizens or through the e-government portal.
If necessary, Kazakhstanis will be able to check their place of residence in their personal account on the egov e-government portal.kz or via the eGovmobile app.
As for the state authorities, they already have access to this information through their information systems, which have been integrated with the databases of the Ministry of internal Affairs.
At the same time, other organizations, including private companies that may need information about a citizen's residence permit, will be able to get it through the third-party service on the e-government portal egov.kz. This will only be possible if a citizen gives their consent via SMS to receive one-time information about their residence.
Note that to receive such an SMS, a citizen must be registered in the database of mobile citizens. You can register yourself (in the" Personal account " on the portal egov.kz, in the "Phone" column, you must specify, or change the phone number and confirm the validity of your EDS), or contact any PSC Department (the service is provided free of charge, and will take no more than 5 minutes).
Earlier, the state Corporation "Government for citizens" conducted an analysis, which revealed that Kazakhstanis annually print out more than 20 million certificates for submission to various organizations, of which almost half are address certificates. Address certificates were mainly requested for employment, registration of children in schools and kindergartens, when receiving banking services, as well as for participation in various government programs. Thus, with the cancellation of address certificates, the number of visits by citizens to PSCs will decrease by more than 10 million times.
