The 35th regular session of the 8th election maslikhat of Astana was held at the city maslikhat under the chairmanship of Natura Zeynulkabden.

Before the session, the chairman of the city election commission Beysembay Zhumabekov presented the newly elected MP Gulzhamal Alkenkyny Zhaparova from the party list of the "AMANAT" party with a certificate of deputy and a badge.

The regular session Ersin Otebaev spoke on the main issue of "Prospects of the transport system development of Astana city" and announced that a comprehensive program for the development of the transport system of Astana until 2035 was developed and approved in accordance with the instructions of the Head of State. There are about 650,000 vehicles in the city, of which 420,000 are registered in Astana, 150,000 are registered in other cities (but owned by city residents), and about 80,000 vehicles enter the city every day. According to the deputy akim of the city, the comprehensive program is aimed at promoting public transport, currently the fleet of buses is increasing. It is planned to buy 300 buses every year. Transport hubs will be developed, resulting in the possibility of switching to public transport. The speaker noted that LRT will be launched in pilot mode. State enterprise "Traffic Organization Center" was established. Today, the administration is working out the issue of introducing a flexible approach to organizing working hours, which will significantly improve the traffic situation in the city. It is expected that the implementation of the program will contribute to the long-term positive resolution of many problems.

Deputy Gabit Tazhimuratov gave a speech and noted that during the discussions at the meetings of the standing commissions and joint meetings, the deputies introduced a number of proposals, for example, the creation of a working group on the formation and calculation of subsidies in the field of urban transport; first of all, to build parking lots along the roads leading from the place of residence of the residents to the place of work; coordinate the construction of transport infrastructure objects with the state bodies responsible for the construction of engineering infrastructure objects of the capital in order to avoid renovation works; taking measures to accelerate the development of a digital map of the capital's roads and others.

Deputy Kendebay Adambek noted that the deputies considered the issues of the development of the transport system for three months. He asked about the old buses, where they will be stored. Also, he repeatedly drew attention to the creation of a number of climate centers, whether it is planned to create LRT, ТЖ and other centers. This issue needs to be sorted out taking into account feasibility.  

Deputy Talgat Yergaliev expressed an opinion about the plans for the development of the transport system, which means that within 10 years, about 550 thousand people should switch to public transport. Examples of successful foreign practices were given, however, the climate of these countries is significantly different from the climate of Astana, and the metro operates in those megacities.  According to the deputy, they need space for parking today, there is already a shortage of space on the left bank. If parking lots are built along the road, this will lead to the narrowing of roads. 

Deputy Mayor Yersin Otebayev said that the program will be developed taking into account the specifics of the city upon implementation.

Deputy Baurzhan Smayilov believes that the city needs gas-powered buses because they have less impact on the environment and, accordingly, the annual subsidy will decrease. and spoke with the report of the Standing Committee on Housing and Communal Economy. At the beginning of the speech, he informed about the quantitative and qualitative composition of the permanent commission. According to the deputy, active interaction of deputies with voters helps in solving problematic issues. Thanks to the interaction of executive bodies and deputies, residential areas began to be gassed. For example, Shubar small district in the center of the capital will be connected to gas supply, the number of buses has doubled. With the help of the "National Center for the Quality of Road Assets", the quality of road maintenance has improved. Citizens' requests on this issue have decreased. Among the problematic issues, Sergeev noted the construction of the DSK, which does not meet the standard requirements, and it is impossible to hold major competitions in them. Therefore K. During the construction of the Munaytpasov Stadium and the "Kazakhstan" sports palace, it is necessary to take into account the construction defects. He also expressed his displeasure with the bad practice of administrators starting new projects without completing one project. Regarding the issue of land improvement, he called to follow the main document - "Regulations on land improvement of the city of Astana". Another urgent problem is PPP projects, among which there are those that show negative results, which leads to inefficient use of budget funds. Thanks to the determination of the deputies, bus fleet No. 1 was not transferred to private hands. When transferring some objects of communal property, quasi-state sector entities to private hands, all possible risks should be calculated in detail. Concluding his speech, the deputy proposed to create a working group on the improvement of territories.

Head of the Department of Economy and Budget Planning Aizhan Tugelbaeva spoke on the issue of "Amending the decision of the Astana City Council on the budget of the city of Astana for 2025-2027". He said that the changes were made due to the revision of the personal income plan. Tugelbaeva explained in detail to the deputies what needs the waste will be allocated to. According to him, separate items of expenses aimed at education, social support, health care, sports, electricity supply, water supply, increase of heat energy capacity, creation of a comfortable urban environment, current repair of roads, relocation of citizens from old housing were revised.
