Certification of accountants and monitoring of the activities of the BKSO

The Internal State Audit Committee (IAC) of the Ministry of Finance carries out state control over compliance with legal requirements in the activities of organizations for professional certification of accountants (BCO). Procedures are regulated by the Entrepreneurship Code of the Republic of Kazakhstan.

Currently, 20 BKSOs are registered in the country.

Often, the following deficiencies have been identified by organizations for professional certification of accountants:

  • non-observance of reporting deadlines;
  • violation of requirements for the composition of the examination commission;
  • non-fulfillment of procedures for issuing professional accountant certificates.

Also, some The BKSU did not manage the personal affairs of qualification candidates in accordance with the requirements and did not properly store them. In some cases, there was no video recording of exams, as well as means of recording and storing video materials. The participation of independent auditors in the examinations was rare.

The Committee sent an instruction to the BKSO with recommendations and instructions regarding the need to strengthen monitoring of compliance with regulatory requirements and to improve the organization of the certification process.

In this regard, Article 1 of the Law "On Accounting and Financial Reporting" states that a professional accountant is an individual with an appropriate certificate (professional accountant) who is considered a member of a professional organization.

In this regard, IMAK offers candidates to become members of professional organizations of accountants working in Kazakhstan after receiving a qualification document of a professional accountant.
