Implementation of the medical part of the individual program of rehabilitation and rehabilitation of persons with disabilities in the Republic of Kazakhstan
15.04.2025 17:58:48 1509In recent decades, Kazakhstan has been actively developing a system of support for people with disabilities, striving to ensure equal opportunities for participation in public life and social integration. One of the main tools in this process is the individual program of habilitation and rehabilitation (hereinafter - AHB), which helps people with disabilities to access the necessary medical care, restore functional capabilities and improve the quality of life. In this process, the effective implementation of the medical part of the AOC plays an important role.
AOC is a document for each person with a disability based on their individual needs and health. It includes a set of activities aimed at improving a person's physical and psycho-emotional condition, adapting to the social environment, developing independence and integrating into social life. This program not only helps to organize medical, psychosocial and educational services, but also helps to create conditions for a person with a disability to live fully. It includes many actions, for example: medical examination and diagnosis, on the basis of which a treatment and rehabilitation plan is made, taking into account the physical and psychological characteristics of the patient.
drug treatment, includes prescribing the necessary drugs aimed at improving the health condition and alleviating the symptoms of disability.
physiotherapy and rehabilitation is an important element of the medical department, the use of physiotherapy methods to improve the mobility and general condition of the patient, including massage, exercise, various treatments and rehabilitation treatment measures.
surgical intervention (if necessary), in some cases, surgical correction to help restore lost functions or prevent further complications.
social rehabilitation measures include helping with social adaptation, helping with education or professional retraining, participation in social and cultural activities.
For people with disabilities, not only medical treatment, but also maintaining psycho-emotional condition and psychological support aimed at improving the quality of life is also important.
Medical institutions and specialists participating in the rehabilitation process play an important role in the implementation of the medical part of the AOJB. In Kazakhstan, there is a network of specialized medical institutions that provide services to people with disabilities, from diagnosis and treatment to rehabilitation procedures.
Cooperation between various specialists - doctors, psychologists, social workers - plays a crucial role in the successful implementation of the medical part of the AOJB. It is important that they all act as a single team, share information and coordinate to ensure the best outcome for the patient.
In recent years, several regulatory acts aimed at supporting people with disabilities and developing the rehabilitation system have been adopted in the Republic of Kazakhstan. The Code of the Republic of Kazakhstan "Social Code of the Republic of Kazakhstan" regulating rehabilitation issues is an important document.
In addition, several programs and initiatives aimed at creating accessible medical services for people with disabilities, including the construction of barrier-free infrastructure and the development of telemedicine in remote areas, have been introduced. One of the main ones is the lack of qualified specialists in the field of rehabilitation, as well as the insufficient number of specialized medical institutions. In some cases, people with disabilities face problems in accessing quality medical care, especially in remote and rural areas.
In order to solve these problems, Kazakhstan continues to develop the system of training specialists and improving their qualifications, expands access to specialized medical services and improves infrastructure, providing convenient access to medical institutions. Its effective implementation requires a comprehensive approach, interaction of various specialists and infrastructure improvement. It is important that every person with a disability has the opportunity to receive quality medical care and rehabilitation, which not only improves their health, but also allows them to fully participate in the life of society.
