The next norm is the introduction of the sentence "accompanying a disabled athlete of the first group". This standard increases the quality of training of athletes with disabilities for national and international competitions and includes about 1,500 athletes.

Another innovation is to ensure the effective use of the professional potential of leaders at the administrative-territorial level and rotate them every 5 years. The rotation of the first heads of the state physical education and sports organizations is carried out in the relevant administrative-territorial unit. If there is only one organization in the administrative-territorial unit of the region, then rotation of heads is carried out together with the heads of nearby districts, cities within the region.
