NATIONAL PRIVATIZATION OFFICE TO STUDY SCOPE OF STATE INVOLVEMENT IN IT SECTOR AND OIL SERVICE
15.04.2025 18:05:21 209The National Privatization Office analyzes the role and participation of the state in such areas of the economy as IT, SEC, geology, oil service, construction. Marat Omarov, the head of the Agency for the Protection and Development of Competition, announced this at the meeting of the Office. This work is aimed at improving the efficiency of state asset management in the following main directions: clearly defining the role of the state as an owner; separation of functions of state regulation and ownership of assets; development of a strategy for the management of state assets, taking into account economic and social goals. State-owned enterprises should work in a competitive environment and avoid unjustified advantages," Omarov noted. In addition, it is planned to conduct an analysis of less than 50% of state-owned enterprises, to study the activities of communal state institutions (KMM). At the meeting of the office, it was noted that the consent of the competition body is not required at the time of establishment of KMM. As experience shows, local executive bodies are created as state institutions (SM) to bypass the consent procedures, but they carry out commercial activities.
In the next two years, the National Office will pay special attention to the development of road maps in cooperation with state bodies. These roadmaps include all social and strategic aspects of privatization.
Also, it is planned to develop the principle of "privatization on demand" included in the legislation. According to this principle, private business entities can submit proposals for the purchase of state-owned enterprises. The website of the National Privatization Office is already up and running. Through this site, private business entities can apply for objects subject to privatization in the quasi-state sector.
The National Privatization Office was established on May 28, 2024 within the framework of the Decree of the Head of State "On Economic Liberalization Measures". The office consists of the first heads of the main departments, ministers and deputy mayors of regions, cities and capitals of republican significance, members of Parliament, quasi-state sector entities, representatives of the expert association and NCP "Atameken".
