About the results of monitoring and supervision of the activities of the organizations implementing microfinance activities

The Financial Market Regulation and Development Agency of the Republic of Kazakhstan carries out regulation, control and supervision of the financial market and financial organizations, including microfinance organizations (MFSOs).

According to the control results and in case of violations of the requirements of the law, the Agency applies appropriate measures and sanctions against the subjects under supervision.

At the end of 2024, the Agency has 26 planned (based on the assessment of the risk level), 12 conducted unplanned and 595 documentary inspections. As a result, 97 limited influence measures were applied in the form of a written decision, 36 warnings were issued, and 687 fines were imposed for a total amount of 228 million tenge. 71 subjects' licenses for microfinance activity were suspended, including 49 subjects on a voluntary basis, 22 subjects were forcibly deprived of their licenses. The license of 32 subjects was suspended for up to 4 months.

In addition, in the course of monitoring and supervision, when signs of operations not provided for by the legislation or outside of their legal capacity are detected in the activities of the Ministry of Internal Affairs and Communications, the Agency initiates cases of administrative violations and takes measures and sanctions against violators within its competence. When signs of a criminal offense are detected, relevant information is sent to the criminal prosecution authorities for further consideration of the issue.

As of March 31, 2025, 910 entities operate in the microfinancing market, including 481 pawnshops, 213 microfinance organizations, and 216 credit unions.
