The Social Code of the Republic of Kazakhstan provides for the monthly state allowance for the father or mother, breadwinner, guardian of a child with a disability.

The allowance given to the caregiver of a child with a disability is granted to citizens of the Republic of Kazakhstan, blood relatives, as well as to foreigners whose right to receive benefits is provided for in international treaties ratified by the Republic of Kazakhstan.

According to subsection 110 of paragraph 1 of Article 1 of the Code, a child with a disability is a person under eighteen years of age whose body functions are permanently impaired due to diseases, injuries (wounds, injuries, contusions), their consequences, and their health has deteriorated, leading to the limitation of life and the need for social protection.

         The allowance given to the educator of a disabled child is assigned to the entire period of disability of the child specified in the certificate of disability from the date of submission of the application to the "Government for Citizens" department at the address of residence.

          The allowance given to the educator of a disabled child can be assigned by applying through the web portal of the "electronic government". in order to assign the allowance, the applicant applies to the medical and social examination department at the place of residence with an application in accordance with the form in Appendix 1 to these Rules.

At the choice of the recipient of the service provided when the child (children) is diagnosed with a disability, "Assigning an allowance to a mother or father, adoptive child, guardian (guardian) who is raising a child with a disability" is a state service "one application" principle.

Submission of an application for the assignment of the allowance for the caregiver of a child with disabilities is not required when assigning the allowance through the proactive service.

  The allowance for families with children who have been adopted, as well as under (guardianship) from the date of the adoption of a court decision or guardianship (guardianship) is appointed from the date of adoption of the decision on designation.

In the case of two or more disabled children living in the family, the allowance is assigned to each of them.

The allowance given to the educator of a child with a disability is paid regardless of the income of the child's family.

The allowance given to the educator of a child with a disability is determined by the law on the republican budget for the relevant fiscal year. the established minimum subsistence level (hereinafter - ETKD) is paid monthly in the amount of 1.61.

        01.01.2025.  from 2025, the amount of the allowance is 74428 tenge. The following circumstances are grounds for the termination of the allowance: 1) in the case of the death of a child with a disability; 

2) in case of full state care of a disabled child; 3) in case of inconsistent information that led to the illegal awarding of benefits; 4) in cases established by the Code of the Republic of Kazakhstan "On Marriage and Family", depriving parents of parental rights or limiting their rights, declaring adoption invalid or canceling it, guardians (guardians) in cases of dismissal or exclusion from their duties.

The term of granting benefits shall not exceed 7 (seven) working days from the date of registration of the application with all the necessary documents in the State Corporation or from the date of receiving consent to grant benefits through proactive activity in accordance with the Law of the Republic of Kazakhstan "On Public Services".
