Civil protection major Vladimir Malyshkin was appointed to the position of the head of the Bukar-Zhyrau district emergency department by the order of the head of the emergency department of the Karagandy region. V. Malyshkin was born in 1990 in the village of Botakara.

In 2012, he graduated from Karaganda Technical University with the specialty "Heat Power", and in 2023, he graduated from the Malik Gabdullin Academy of Civil Protection of the Ministry of Education and Culture of the Republic of Kazakhstan with the specialty "Fire Safety". He started his career in 2013 as an engineer of the Emergency Department. In 2014, he became a senior engineer of the emergency department of Bukar-Zhyrau district. From 2019 to this appointment, he served as the chief specialist of the Emergency Situations Department.
