In Kazakhstan, work continues on the privatization of the state order for preschool education and training using the voucher financing methodology.

Since 2024, the voucher financing system for preschool education has been successfully implemented in the cities of Taraz, Turkestan, Shymkent, Ural, and Astana. Since March 2025, the cities of Semipalatinsk, Ust-Kamenogorsk, Zhezkazgan, Karaganda, as well as Baizak and Saryagash districts have been added to the pilot project.

"This mechanism is aimed at transparent and efficient provision of public services and distribution of state orders among preschool organizations. The main advantage of the new system is that it increases the quality of services due to healthy competition between kindergartens and freedom of choice of educational institution for parents," says Manara, director of the Department of Preschool Education. Adamova.

It should be noted that thanks to the implementation of the pilot project of voucher financing, queues for kindergartens in the city of Taraz were reduced by 12 times - from 24 thousand to 2 thousand, and in Turkestan - by 5 times - from 850 to 169. A similar situation is observed in other regions.

It should be noted that the project is planned to be scaled up in other regions by the end of this year.
