In Kazakhstan, the work on the privatization of the state order for preschool education and training using the methodology of voucher financing continues, reports the Ministry of Education of the Republic of Kazakhstan.

Since 2024, the voucher financing system for preschool education has been successfully implemented in the cities of Taraz, Turkestan, Shymkent, Ural and Astana. Since March 2025, the cities of Semipalatinsk, Ust-Kamenogorsk, Zhezkazgan, Karaganda, as well as Baizak and Saryagash districts have joined the pilot project. The main advantage of the new system is that it increases the quality of service due to healthy competition between kindergartens and the freedom of choice of an educational institution for parents," says Manara Adamova, director of the Department of Preschool Education.

Thanks to the implementation of the pilot project of voucher financing, the number of kindergartens in Taraz has increased by 12 times - from 24 thousand to 2 thousand, and in Turkestan - by 5 times - from 850 to 169 reduced. A similar situation is observed in other regions. 

The project is planned to be scaled up in other regions by the end of this year.
