Currently, the illegal resale of tickets entails administrative responsibility only under "detention in public places" in Article 449 of the Code "On Administrative Offenses". There is no other responsibility yet. 

In addition, the carriers add additional number of trains on the main routes every year during the summer period. In addition, due to the increase in the flow of passengers, there is an artificial shortage of tickets on the main routes, at the same time, illegal intermediaries for their sale are becoming more active.

In order to prevent the illegal sale of tickets, in March of this year, a road map was signed between the Ministry of Internal Affairs of the Republic of Kazakhstan, the Anti-Corruption Agency of the Republic of Kazakhstan and JSC "NC" KTZ.

According to this document, KTZ "UK" JSC found it necessary to improve the "Mobius" system of ticket sales, considering methods of control and limitation of illegal actions during the sale of tickets and boarding of passengers on the train. However, the facts of illegal sale of tickets continue.

Thus, on July 28, during the raids conducted by the Transport Committee of the RK IIDM together with public organizations and law enforcement agencies, the facts of the presence of "middlemen" who offered tickets at a high price and promised to board the desired train without a ticket were found at the train stations of Shymkent, Almaty, Nur-Sultan, Atyrau and Taraz. Six people were brought to administrative responsibility under Article 449 of the Criminal Code of the Republic of Kazakhstan "detention in public places".

According to the established facts, the Ministry noted the need to take measures against the officials of JSC "KTZ" NC "Passenger Transport" JSC and the Directorate of the Main Line, as well as the need to terminate the contract with private ticket offices involved in the illegal sale of tickets.
