Creditor debts will be eliminated
- One of the main problems of the health care system is the creditors' debts of medical organizations. This situation is also characteristic of our region, said Darkhan Sapanov. According to the results of 2024, the total debt of medical organizations in the region amounted to 2.5 billion tenge, of which 1.3 billion tenge are overdue debts. aid station and Samar district hospital.
And the organizations with outstanding debts include Medical Center, Altai Interdistrict Hospital, Shemonaikha District Hospital, Serebryansk City Hospital and Bolshoi Naryn District Hospital. However, these organizations did not have debts for salaries and taxes.
New debts appeared in the Children's Dental Clinic in Ust-Kamenogorsk and the Phthisiopulmonology Center of the SKO.
Darkhan Sapanov instructed the heads of medical institutions to cancel all debts by the end of this year.
Mortality decreased
Last year, the total death rate in the SKO increased by 2%, and the birth rate increased by 2.6%. decreased. However, death from cancer (tumor) decreased by 4.2%, and death from tuberculosis decreased by 18.2%.
Death from diseases of the circulatory system increased by 3.4%, and death from injury decreased by 1.4%.
Maternal and infant mortality also decreased. In 2024, a woman died during childbirth in the region. This case will be registered in the regional center and will be reviewed at the republican headquarters in the future.
The main causes of infant death: perinatal complications, birth defects and respiratory diseases.
- Maternal mortality decreased by 65%, infant mortality decreased by 31.5% - the result of the modernization of medical institutions and strengthening of preventive measures. This year, it is planned to raise the level of district hospitals and purchase modern equipment, said Sapanov.
The Health Department is carrying out systematic work to reduce these indicators: it sends specialists for training, strengthens the material and technical base, buys medicines and special foods for children with rare diseases. level, 2 - level III. In the first quarter of this year, it is planned to transfer the Tarbagatay district hospital to the II level.
The incidence of diseases of the circulatory system increased by 8.25% in 2024 compared to 2023. Cancer cases decreased by 4.29%. Injuries and poisoning increased by 7.63%, and the incidence of tuberculosis decreased by 4.44%.
Personnel problem is the main focus
Currently, 10,842 specialists work in the health care system of the region, including 3,021 - doctors, 7,821 - middle-level medical workers.
The region lacks 152 specialists, including 75 are needed in rural areas.
- On February 13 of this year, the Health Department held a meeting with more than 150 interns and residents. Preliminary agreements have been made with 42 graduates of "Semei" Medical University, said the deputy mayor.
Also this year, the region will send 70 specialists to study abroad. More than 420 million tenge have been allocated for this purpose. The directions of training are determined by the commission made up of the Health Department and chief specialists of the region.
The material and technical base is getting stronger
Last year, 3.3 billion tenge was allocated to update the material and technical base of 21 medical organizations in the region. 2.5 billion tenge was considered for major repair of 7 healthcare facilities, and repairs were completed in 6 facilities. Work on the remaining facility will be completed by the end of the year.
By the end of this year, 18 healthcare organizations will be provided with new medical equipment. 4.8 billion tenge has been allocated for this.
Also, 16 facilities will be overhauled, the cost of which is 3.8 billion tenge.
36 medical facilities are being built in the region within the framework of the national project "Modernization of Rural Health Care". 35 of them have been put into operation, the remaining one will be completed this year.
Several major projects important for the region are being implemented. Among them are the construction of a hematology center in Ust-Kamenogorsk, a 200-bed multidisciplinary hospital and a 500-person clinic in the city of Ridder, as well as the modernization of the 1-3 floors of the surgical building of the Oncology and Surgery Center, the construction of a 150-person clinic per shift in Kasym Kaysenov, Ulan district. it was found that the beds are being used with a high load, and some with a low load.
In the Kurshim district hospital and the regional rehabilitation center, the beds are working with a high load. To effectively use the bed stock, re-imagining works should be carried out, Darkhan Sapanov concluded.
