VOUCHER FINANCING PILOT PROJECT FOR PRE-SCHOOL ORGANIZATIONS PROVIDED SAVINGS OF 27 BILLION TENGE

In the Administration of the President of the Republic of Kazakhstan under the chairmanship of Assistant to the President Tamara Duysenova, the progress of the implementation of the Address of the Head of State dated September 2, 2024, including the introduction of the voucher financing mechanism in preschool education, was considered. The full implementation of the project is planned for August 1 of this year. Last year, the project was tested in the cities of Taraz, Shymkent, Turkestan, and Urals, and since the beginning of this year, kindergartens in Astana, since March in the cities of Karaganda, Semey, Uskemen, Zhezkazgan, and kindergartens in Baizak of Zhambyl region and Saryagash districts of Turkestan region have joined the project. Not on the basis of a competition, as before, education boards apply for a state order and form a list of kindergartens that meet the established requirements.
• Second, justice. Parents receive a government voucher and can use it at any listed nursery school. This will give parents freedom of choice and will be an impetus for kindergartens to improve the quality of services.
• Third, quality control. A new approach to the assessment of kindergarten activities has been introduced. The quality of education is now evaluated by parents, which eliminates subjectivity and increases the quality of service. In addition, the project will open the way for new participants to enter the market, which will increase competition and significantly improve quality.
• Fourth, transparency. Funds are now distributed depending on the child. Approval of state orders for each kindergarten by local bodies has been canceled. When the child moves from one kindergarten to another, the voucher also moves.
• Fifth, targeted and efficient use of budget funds. Financing is carried out depending on the actual attendance of children in preschool organizations, not according to the list as before.
The effectiveness of the new system was confirmed by the preliminary results of the pilot project. In the cities where the pilot project was implemented, queues were significantly reduced, and in some cities (Taraz, Turkestan, Urals) all children who were waiting for kindergarten were placed.
More than 27 billion tenge were saved since the implementation of the project due to the removal of "dead souls", children who were repeated and registered in several kindergartens. addressed to overcrowded children.
During the meeting, queue problems in the cities of Shymkent and Karaganda were discussed. Also, the akimat of Ulytau region was instructed to work with entrepreneurs on the opening of new preschool organizations, which will allow to solve the problem of children waiting in line.
