Currently, there are 12 ships of the merchant fleet, the carrying capacity of 5-13 thousand tons, and more than 300 ships sailing under the flag of Kazakhstan, including the fleet for the support of sea operations for the development of oil fields, operate in the Kazakh sector of the Caspian Sea. In addition, about 60 ships from other Caspian states enter Kazakhstan's ports on a permanent basis.

Taking into account the intensity of the use of ships in the Kazakhstan sector of the Caspian Sea and the volume of transported oil and fuel, there is a very high risk of pollution from ships in the territorial seas of our country and, accordingly, irreparable damage. 

In this regard, to ensure the discharge of "zero" waste water from sea vessels, the rules for their prevention were approved by the order of the head of the RK IIDM. They are aimed at implementing the technical requirements of the International Convention for the Prevention of Pollution from Ships (MARPOL Convention). In particular, the procedures for carrying out operations on board ships that lead to sea pollution are determined, for example, fueling the ship, washing cargo parts, filtering and removing waste water used for economic purposes discharged into the sea.

In addition, the presence of special equipment and systems on ships to prevent the release of oil, liquid chemicals, waste water and garbage into the sea and requirements for their work are established.

These rules prevent sea pollution from ships. It allows to ensure the observance of the harmonized international requirements for risk reduction and, accordingly, to avoid the delay of domestic ships in foreign ports due to their violation, as well as to reduce the probability of expenses on the part of the ship owner to eliminate the consequences of marine environment pollution.
