Major investment projects of KEGOC, Kazakhtelecom and Samruk-Energo were considered at the headquarters for economic growth

The operational headquarters for ensuring the country's economic growth, chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, reviewed the investment projects of the country's major energy and telecommunications operators - KEGOC JSC, Kazakhtelecom JSC and Samruk–Energo JSC – through the prism of their contribution to the gross value added (GVA) of the economy of Kazakhstan.
KEGOC: large-scale infrastructure projects and domestic content
KEGOC JSC is currently implementing two key projects – strengthening the electric grid of the Southern zone of the EPS of Kazakhstan and the unification of the Western Zone with the EPS. Within the framework of these projects, 66,7 billion tenge is planned to be disbursed in 2025. The funds will be used for construction and installation work, purchase and supply of equipment, development of design estimates and other activities.
Nabi Aitzhanov, Chairman of the Board of KEGOC, noted that 92% of supplies of materials and equipment are carried out by domestic manufacturers, and the share of local content in the construction of substations reaches 64%. This means a significant contribution of projects to the country's GVA.
«KEGOC» JSC implements long-term projects for the sustainable development of the unified electric power system of Kazakhstan. These include the phased reconstruction of the existing 95 220-500 kV high–voltage lines with a total length of more than 8.5 thousand km, a project to increase the transit potential and capacity of the EPS of Kazakhstan, aimed at meeting the electricity needs of the south of Kazakhstan. Strengthening of Astana's electricity supply, construction of a substation in Karaganda and a 500 kV overhead line from Astana to Karaganda, a 500 kV overhead line Karaganda – Zhezkazgan - Kyzylorda – Shymkent, strengthening of the Western Energy Hub through the construction of 500 kV lines from Kabatan substation – Beineu substation – Mangystau substation with a length of 800 km.
The final stage will be the project to merge the Western Zone with the EPS of Kazakhstan, designed until 2035. It will allow looping the energy system of Kazakhstan, and in the future, create conditions for the implementation of the Caucasus–Central Asia energy corridor. The project provides for the construction of a West-South direct current line. All projects are ahead of schedule.
Kazakhtelecom: 5G and fiber in the regions
«Kazakhtelecom» JSC implements four major investment projects:
The construction of a data center in Astana worth more than 14,2 billion tenge is a key element of the infrastructure for artificial intelligence, e-government and digital business.
FTTH (fiber optic construction) network deployment by 2028, covering 88 cities and 128 rural settlements. The total budget is 45,3 billion tenge.
Expansion of the 5G network (Kcell project) worth 65 billion tenge. The project will become the basis for the implementation of IoT, telemedicine and the concept of smart cities.
The construction of the FOCL for Rural Areas 2.0 at a cost of 175 billion tenge until 2028 inclusive, covering the connection of 1,5 thousand rural schools, 2,1 million government institutions and more than 60 thousand subscribers in the villages of the Republic of Kazakhstan.
Samruk-Energy: construction of energy infrastructure
Samruk-Energy JSC implements 32 investment projects, of which 14 are the largest. The company is also considering projects for the construction of infrastructure facilities in the Almaty region for the development of the cities of Konai, Alatau and agglomeration. Among the major projects that have already been launched are the modernization of Almaty CHPP–2, reconstruction of CHPP-3 in the Almaty region, construction of CHPPs in Kokshetau, Semey, Ust-Kamenogorsk, power plants in the Kyzylorda region, HPPs in the Abai region, expansion and reconstruction of Ekibastuz GRES-2 and others.
Following the meeting, the Deputy Prime Minister instructed the Ministry of National Economy to prepare calculations on GVA and fixed capital investments from the projects of all three companies for 2025 with proposals to increase them, taking into account the scale of the initiatives being implemented. He also stressed the need for timely implementation of infrastructure projects as a basis for stability in the face of any economic challenges, noting that following the review of individual companies, the headquarters will consider the economic efficiency of NWF «Samruk-Kazyna» in terms of its contribution to the country's economy.
