On April 15, 2025, the eleventh session of the maslikhat of Ulken Naryn district of the eighth convocation was held, which was attended by deputies, deputy akim of the district N.Maratuly, member of the audit commission for the East Kazakhstan region D.Akhmetov, heads of district departments, akims of rural districts, heads of regional, republican institutions, a representative of the media, chairmen of public associations. The Maslikhat session was broadcast online on the Internet.
The following issues were considered at the session: on the implementation of the district budget, rural district budgets for 2024, on the work of local government agencies to prevent spring floods, and others.
On the first item on the agenda of the session, Deputy Akim of Ulken Naryn district Nurtugan Maratuly reported on the implementation of the budget of Ulken Naryn district for 2024. According to the report of the deputy akim of the district, the district budget for its own revenues for the reporting period was executed by 180.0%, and for expenses it was executed by 100%. Last year, water supply networks and facilities were reconstructed in Ulken Naryn village, and current repairs were carried out at the expense of transfers from the regional budget to water supply networks in the villages of Malonarym, Kokterek, 3 boiler houses in Ulken Naryn village, as well as heating networks, a club in Zhuldyz village, schools and kindergartens. The dynamics of revenue and expenditure financing during the reporting year indicates the execution of the district budget in accordance with the target parameters.
D. Akhmetov, a member of the Audit Commission for the East Kazakhstan region, made a statement on the implementation of the Ulken Naryn district budget for 2024. In his speech, he noted that the budget execution of Ulken Naryn district in 2024 took place in the context of the formation of a new administrative-territorial division, as a result of the analysis, conclusions and recommendations were made.
In the debate on this issue, the deputy of the electoral district No. 4, Zh.Sydykova. Referring to the main indicators of the district's budget, she noted that, in general, the execution of the district's budget for 2024 was smooth, in accordance with the ongoing budget and tax policy.
A.Kasenov, Assistant to the Akim of the district for Emergency Situations, spoke on the second issue of the agenda. The speaker spoke in detail about the work done to prevent spring floods. In 2025, in order to prevent floods, work was carried out to clean ditches, drainage structures, and bypass channels. There are 3 canals with a length of 12.2 km, 89 culverts, 37 ditches and 29 bridges in the area. As of March 31, 2025, the cleaning work has been fully completed. There are 4 flood-prone areas in the district, and the threat is minimized in all areas.
The deputy of the electoral district No. 5, who spoke in the debate on this issue, Verigin noted that some work had been done in the district on this issue, and gave a positive assessment of the work done by the local executive body on spring flood prevention.

Decisions were made to amend the decision on determining the size and list of categories of recipients of housing certificates in the Ulken Naryn district, and to amend the decision on approving the Rules and amount of social support for utility bills and fuel purchases from budgetary funds for specialists from public health, social security, education, culture, sports, and veterinary organizations., living and working in rural settlements in the Ulken Naryn region, on amendments to the composition of the land Commission for the Ulken Naryn region, on amendments to the composition of the interdepartmental commission for the prevention of crime and the fight against corruption of the Ulken Naryn district, on the announcement of a break in the work of the regular eleventh session of the Maslikhat of the Ulken Naryn district.
As a result of the consideration and discussion of the issues on the agenda, the deputies adopted the relevant decisions. Two regulatory decisions have been adopted.
A 14-day break has been announced to consider amendments to the budgets of 6 rural districts.
