Kazakh and European Experts Discussed Aspects of Ensuring the Stability of Electoral Legislation

A delegation from Kazakhstan, consisting of Deputy Chairperson of the Central Election Commission M. Yerman and Head of the Department for Analytics and Constitutional Proceedings of the Constitutional Court Secretariat E. Kaliyeva, participated in the 20th European Conference of Electoral Management Bodies.

The conference, titled “Stability of Electoral Legislation – Practical Aspects”, was held on April 15–16, 2025, at the headquarters of the Lithuanian Academy of Sciences in Vilnius. The event was organized by the Central Electoral Commission of the Republic of Lithuania and the Council for Democratic Elections of the Council of Europe.

The event was attended by Deputy Speaker of the Parliament of the Republic of Lithuania R. Šukys, President of the Council for Democratic Elections of the Council of Europe S. Dixon, Vice-President and member of the Venice Commission M. Cuyer, Chair of the Parliamentary Alliance for Free and Fair Elections Lord D. Blencathra, as well as representatives of the Parliamentary Assembly of the Council of Europe, the OSCE Office for Democratic Institutions and Human Rights, and official delegations.

During the conference, modern experiences from Estonia, Albania, Moldova, Lithuania, Bosnia and Herzegovina, Austria, and Norway were presented.

At the conclusion of the event, Elmira Kaliyeva noted the following:
“Participants and experts discussed issues related to ensuring the stability of electoral legislation, adherence to international standards, as well as the challenges and prospects of digitalizing elections. Experts unanimously emphasized the importance of upholding the principle of electoral law stability for at least one year before voting, along with comprehensive and high-quality support for the information aspect of the electoral process.”
