The results of the implementation of the Corruption Risk Map were presented in Almaty

A briefing on the implementation of the Corruption Risk Map and the results of the work of the Anti-Corruption Service of the city for the first quarter of 2025 was held at the site of the Regional Communications Service of Almaty.
The Department's activities are carried out within the framework of the "Law and Order" narrative outlined by the Head of State. The main focus is on the prevention of corruption offenses and the formation of a sustainable anti-corruption culture in society.
A key tool in this area is the Corruption Risk Map, which allows timely identification of vulnerabilities in the work of government agencies, objectively assess corruption threats and take systematic measures to eliminate them.
Positive results have been achieved in a number of priority areas.
Thus, in economics and finance, monitoring of the "Single Window of Procurement" system made it possible to prevent the inefficient use of budget funds in excess of 110 million tenge. In addition, as a result of the analysis of the Public Procurement Portal, 17 officials were brought to administrative responsibility under Article 207 of the Administrative Code of the Republic of Kazakhstan. The violations concerned unreasonable qualification requirements, failure to take measures to fulfill contractual conditions, as well as approval of annual procurement plans that did not meet the budget. The total amount of fines imposed amounted to 1.67 million tenge.
In the urban planning sphere, on the recommendation of the Anti-Corruption Service, the urban planning regulations and Building Rules of the city of Almaty were approved for the first time, which entered into force on March 1, 2025. They are aimed at ensuring a safe, environmentally friendly and balanced development of the city, taking into account its seismic and climatic features.
As part of the implementation of the recommendations of the external analysis of corruption risks in the foothill zone, at the beginning of the year, 2 facilities were partially demolished, erected with violations. In total, since the beginning of the implementation of the package of measures, demolition (complete or partial) has been carried out in relation to 12 objects — from residential complexes to hotels and private buildings illegally located in environmentally sensitive and earthquake-prone areas.
In the educational sphere, in cooperation with the internal audit authorities, the facts of unjustified payroll have been revealed. As a result of the measures taken, 28.3 million tenge was returned to the budget.
An external analysis of corruption risks was conducted in road construction, which revealed 8 risks and sent 13 recommendations. Thus, the Office of Urban Mobility has introduced a new algorithm for coordinating road works, as well as increased warranty periods.:
– for the construction of new roads — from 3 to 7 years;
– for average repairs — from 3 to 5 years.
In parallel, active work is underway to form an anti-corruption culture. Since the beginning of the year, 66 events have been held, which were attended by more than 5.5 thousand people.
Within the framework of the Anti-Corruption Volunteering project, 262 volunteers have already been registered in Almaty, who have held 34 meetings aimed at educating, preventing and involving young people in the anti-corruption agenda.
Special attention is paid to encouraging civic engagement. The mechanism of remuneration for reporting corruption continues to demonstrate effectiveness. This year, two citizens were encouraged for a total amount of 1.2 million tenge.
The Anti-Corruption Service of Almaty will continue its systematic work on the prevention and prevention of offenses, ensuring openness, responsibility and interaction with society.
